Telecommunications Services:
The services requested under telecommunication services are for plain old telephone services and long distance services for approximately 80 phone lines and digital transmission services projected for 8 sites and approximately 3500 users. Additional services are being considered to upgrade digital transmission services to 20 Mbit speeds or higher to meet the new mandated EOC testing requirements and provide for related academic needs through distance learning. Multi-year contracts and/or contracts featuring voluntary extensions are being sought for both digital transmission services proposals requested above. All digital transmission services proposals will be rated using a scoring rubric weighted according to price (30%), prior experience (20%), implementation plan (20%), conversion cost (10%), personnel qualifications (10%), and support and timeliness (10%).

The Franklin Parish School Board is seeking to purchase services for basic maintenance for Network/Internet Connectivity. The Franklin Parish School Board will receive sealed proposals on the following: basic maintenance services for eligible equipment including: servers (8), switches (~100), internal wire plan (8 sites) and other maintenance necessary for normal network operations for 8 sites. Basic maintenance ensures the necessary and continued operation of eligible internal connection components. Internal Connections
This request for proposals (RFP) is issued to invite vendors to submit proposals for internal connections. The Franklin Parish School Board is considering proposals for internal connections to rework and upgrade existing network to provide necessary improvements to support an increase in the demand of network resources. This upgrade may include wiring, the purchase of manageable switches, wireless access points and related eligible components to improve the overall functionality and performance of the network. Internal connections equipment must be compatible with current network or conversion cost must be included in proposal. Installation of above equipment must be a “turnkey” solution which includes any necessary reconfiguration or software to complete installation. The Internal Connections proposal will be rated using a scoring rubric weighted according to price (30%), prior experience (20%), implementation plan (20%), conversion cost (10%), personnel qualifications (10%), and support and timeliness (10%).

Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the “District”), on October 9, 2007, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, FEBRUARY 9, 2008, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

SUMMARY: 10 YEAR, 15 MILLS PROPERTY TAX ON FIRE PROTECTION DISTRICT NO. 3 FOR ACQUIRING, CONSTRUCTING, IMPROVING, MAINTAINING AND OPERATING FIRE PROTECTION FACILITIES AND EQUIPMENT OF AND FOR THE DISTRICT, INCLUDING PURCHASING FIRE TRUCKS AND OTHER FIRE FIGHTING EQUIPMENT AND PAYING THE COST OF OBTAINING WATER FOR FIRE PROTECTION PURPOSES.
Shall Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the “District”), levy a fifteen (15) mills tax on all the property subject to taxation in the District for a period of ten (10) years beginning with the year 2008 and ending with the 2017 (an estimated $24,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment of and for the District, including purchasing fire trucks and other fire fighting equipment and paying the cost of obtaining water for fire protection purposes?

Minutes of meeting dated Thursday, December 6, 2007, at 7:30 a.m. at Crowville Fire Station.
Board Members Present: Kelly Clark, Dewayne Hendry and Don Middleton. Absent: Don McDuffie.
Guests Present: Roy McDuffie and John Shelton
BUSINESS BEFORE THE BOARD:
1. Financial statement reviewed and approved with no change.
2. Don Middleton notified the board that the District had received a letter of confirmation regarding a FEMA grant for a new/used fire truck for the district.
3. The recently purchased skid unit has been mounted to a flat-bed truck and is now operational for quick response fire duty.
4. The proposed budget for 2008 was discussed. A discrepancy was noted and corrected in the insurance allotment. Don Middleton made motion that the corrected 2008 proposed budget be approved. Dewayne Hendry seconded the motion. Motion passed.
5. The budget for 2007 was amended to reflect an increased amount spent for capital outlay in equipment. The amount in the 2007 budget was $12000. The actual equipment outlay came to $19,100.02 due to acquiring a skid unit & modification of a donated truck. Dewayne Hendry made the motion to amend and Don Middleton seconded the motion. Motion passed.
6. The amount of the parcel fee for 2008 was discussed. A motion was made by Kelly Clark, seconded by Dewayne Hendry that the parcel fee remain at $45.00. Motion passed.
7. Delinquent accounts were discussed. The board is seeking to revise its collection schedule and procedure to better address this problem.

COUNCIL MEETING
November 19, 2007
6:00 p.m.-CALL TO ORDER
The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, November 19, 2007, at 6:00 p.m. at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jack Hammons presiding.
Pledge led by Mayor Jack Hammons.
Prayer led by John Dumas.
Aldermen present: Richard Mahoney, John Dumas, Betty Johnson, Craig Gill, Rex McCarthy.
Absent: None.
Motion by Gill, seconded by Dumas to approve the minutes of the regular session held on October 15, 2007. Unanimously approved.
INTRODUCTION OF ORDINANCE ON TRASH CANS:
Motion by Dumas, seconded by Gill, and unanimously approved to table the introduction of an ordinance fining offenders for allowing trash cans to remain on the street after garbage pickup.
ORDINANCE NO. 921:
TO ADD SECTION 16-80 OF THE CODE OF ORDINANCE TITLED “INDECENT EXPOSURE” RELATIVE TO WEARING OF PANTS BELOW THE WAIST IN PUBLIC AND TO OTHERWISE PROVIDE WITH RESPECT THERETO.
BE IT ORDAINED, by the Mayor and Board of Aldermen of the City of Winnsboro, Louisiana, to add section 16-80 of the Code of Ordinances of the City of Winnsboro, Louisiana, to read as follows:
Section 16-80 - Indecent Exposure.
a) It shall be unlawful for any person to appear in public wearing pants below the waist which expose the skin or undergarments.
b) If a juvenile is determined to be in violation of this ordinance a citation shall be issued to the parent or legal guardian, who has care and control of the minor; or if an adult is determined to be in violation of this ordinance a citation shall be issued to the person and the person shall be punished by a fine as follows:
1) Any person convicted of violating the provisions of this section shall be punished by a fine of $25.00 plus court costs;
2. Any person convicted of a second offense of violating the provisions of this section shall be punished by a fine of $100.00 plus court costs;
3. Any person convicted of a third offense of violating the provisions of this section shall be punished by a fine of $250.00 plus court costs.
BE IT FURTHER ORDAINED that this ordinance shall become effective immediately upon publication in the official journal of the City of Winnsboro.
After a public hearing was held on the above ordinance, the title having read and the ordinance considered, a motion was made by McCarthy, seconded by Johnson, to adopt Ordinance No. 921, a recorded vote was taken and the following result was had:

Absent: None
Whereupon the presiding officer declared the above ordinance duly adopted on November 19, 2007.

HIRING OF POLICE OFFICER:
Motion by McCarthy, second by Johnson and unanimously approved to hire Markus Tuner as a post certified police officer for the City of Winnsboro Police Department upon the recommendation of Police Chief Lester Thomas.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by Johnson, second by McCarthy to accept the report as given. Unanimously approved.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Gill, second by Mahoney to accept the report as given. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Motion by Mahoney, second by Gill to accept the monthly financial reports. Unanimously approved.
TONY DEMARCO:
Tony DeMarco with Meyer, Meyer, LaCroix & Hixson gave an update on all of the City of Winnsboro’s ongoing projects.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by Gill, second by McCarthy and unanimously approved that the meeting be adjourned.
