NOTICE OF SPECIAL ELECTION

Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the "Governing Authority"), acting as the governing authority of Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the "District"), on October 9, 2007, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, FEBRUARY 9, 2008, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:
PROPOSITION
SUMMARY: 10 YEAR, 15 MILLS PROPERTY TAX ON FIRE PROTECTION DISTRICT NO. 3 FOR ACQUIRING, CONSTRUCTING, IMPROVING, MAINTAINING AND OPERATING FIRE PROTECTION FACILITIES AND EQUIPMENT OF AND FOR THE DISTRICT, INCLUDING PURCHASING FIRE TRUCKS AND OTHER FIRE FIGHTING EQUIPMENT AND PAYING THE COST OF OBTAINING WATER FOR FIRE PROTECTION PURPOSES.
Shall Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the "District"), levy a fifteen (15) mills tax on all the property subject to taxation in the District for a period of ten (10) years beginning with the year 2008 and ending with the 2017 (an estimated $24,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment of and for the District, including purchasing fire trucks and other fire fighting equipment and paying the cost of obtaining water for fire protection purposes?
The said special election will be held at the following polling places situated within the District, which polls will open at six o'clock (6:00) a.m., and close at eight o'clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:

The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefore as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Friendship Fire Station, 4918 Hwy. 132, Baskin, Louisiana, on TUESDAY, MARCH 4, 2008, at SIX O'CLOCK (6:00) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. All registered voters of the District are entitled to vote at said special election and voting machines will be used.

The Village of Gilbert met in special session on Monday, November 19, 2007 at 6:30 p.m., at the Gilbert City Hall. Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Kay Dunaway, Leo Miller, and Lovie Ezell.
CALL TO ORDER:
Mayor Mike Stephens called the special meeting to order. The invocation was led by Leo Miller, and the Pledge of Allegiance by Diane Parker.
BUSINESS: WATER/SEWER SUPERINTENDENT RESIGNATION:
Motion was made by Lovie Ezell and seconded by Leo Miller to accept the resignation from Don Beaube. Motion carried.
DISCUSS HIRING NEW SUPERINTENDENT:
Motion by Leo Miller, seconded by Kay Dunaway to advertise in the local paper. Discussion was also held on setting the salary.
ADJOURNMENT:
Kay Dunaway made a motion to adjourn. Leo Miller seconded the motion. Motion carried.

The board of directors of Fire Dist. 2 met in a regular meeting on this 15th day of November, 2007 with the following members present: Jack Dailey, John Woods, and Gerald Gilmore. Mark Ingram and Ricky Roberts were absent. Guest included: Alan Dupuy and Joe Irwin.

FRANKLIN PARISH LIBRARY
Minutes- Library Board of Control
October 31, 2007
The Franklin Parish Library Board met in a regular meeting on October 31, 2007 at noon. Luella Snyder, Board President, opened the meeting with the board members, Addie Bolton, Bill Marioneaux, Jeannette Thompson and John Guice present. Mrs. Addie Bolton led in prayer. The minutes from the last meeting were adopted. Ms. Arnold gave the statistical report for the third quarter and reported that circulation was up from last year. Ms. Arnold then gave the financial statement for the quarter.
Ms. Arnold moved on to old business, which consisted of the Learning Center and personnel. Ms. Arnold stated that the Learning Center grand opening will be on November 8, 2007 from 4 p.m. until 6 p.m. and that the ribbon cutting would be at 4 p.m. with remarks and a special presentation at 5:15 p.m. The board agreed that Ms. Luella Snyder would cut the ribbon at the ribbon cutting and make the special presentation. Ms. Jeannette Thompson moved that the Wisner branch of the library close at 12:30 p.m. on November 8 and that the main library close at 3:00 p.m. in order for all employees to attend the opening of the learning center. Dr. Bill Marioneaux seconded and all were in favor. Ms. Arnold then reviewed the policies for the use of the Learning Center and about upcoming programs. The board agreed that if a non profit group or civic organization chooses to use the Learning Center and charge a fee to attend or be a part of the event, the library would charge a $75 fee for use of room to include staff, clean-up and electricity. Under personnel, Ms. Arnold gave a report about the Human Resource and Personnel Management course that she attended last month in Seattle, WA. Ms. Arnold then presented a new organization chart for the Franklin Parish Library in order for the library to be more efficient and effective. Mr. John Guice moved that the new organizational chart be accepted and implemented and Ms. Addie Bolton seconded. All were in favor and the motion passed.
New Business was then discussed. Ms. Arnold presented the board with a proposed 2008 budget for the library. After some discussion and revisions to the proposed budget, the board set November 28, 2007 at noon for the public hearing and adoption of the 2008 budget. Ms. Arnold then expressed to the board that since the learning center is now a part of the library, the library logo and letterhead should be changed to reflect that. Ms. Arnold then presented the board with a suggested logo and the board was in favor of the new logo. The final item under new business was the Friends of the Library. Ms. Arnold informed the board that in order for the library to donate discarded books to the friends group for its annual book sale, it must first be classified as a 501C3 non profit group. The board approved that Ms. Arnold should begin the process for the friends group to received the aforementioned status. Ms. Arnold then shared with the board about a possible fundraiser for the Friends of the Library that would take place in the spring and would partner with the Princess Theatre to produce a children's play. The board was in agreement to proceed with this matter as well.
There being no further business to discuss the meeting was adjourned. The next scheduled meeting will be January 30, 2008 at noon.

The Franklin Parish Police Jury met in Special Session, Thursday, November 15, 2007, at 4:30 P.M. in the Police Jury Meeting Room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, President, Leroy Scott, K. W. "Buddy" Parks, and Troy Hendry.
Jurors Jackie Johnson, Ray Young, and Ricky Campbell were absent from this meeting.

The Mayor and Town Council of Wisner met in a special called meeting on Wednesday, November 21, 2007 at 7:30 a.m. at Wisner Town Hall.
