PUBLIC NOTICE LCDBG APPLICATION AVAILABLE FOR REVIEW
The Town of Wisner announces that an application for FY 2008/09 Louisiana Community Development Block Grant (LCDBG) funds will be submitted for the following: Activity: LCDBG Funds through the Public Facilities program will be used to reconstruct and rehabilitate all streets in the eastern part of Wisner. Objective: To reconstruct all needed streets in the eastern part of Wisner specifically Texas, Kansas, Peach, Center and Maple. Location: The target area is the eastern part of Wisner. Amount: $600,000.00 of LCDBG funds for the rehabilitation and reconstruction of streets including engineering and administration. TO ADD SECTION 16-80 OF THE CODE OF ORDINANCES TITLED “INDECENT EXPOSURE” RELATIVE TO WEARING OF PANTS BELOW THE WAIST IN PUBLIC AND TO OTHERWISE PROVIDE WITH RESPECT THERETO. BE IT ORDAINED, by the Mayor and Board of Aldermen of the City of Winnsboro, Louisiana, to add Section 16-80 of the Code of Ordinances of the City of Winnsboro, Louisiana, to read as follows: Section 16-80 - Indecent Exposure. a) It shall be unlawful for any person to appear in public wearing pants below the waist which expose the skin or undergarments. b) If a juvenile is determined to be in violation of this ordinance a citation shall be issued to the parent or legal guardian, who has care and control of the minor; or if an adult is determined to be in violation of this ordinance a citation shall be issued to the person and the person shall be punished by a fine as follows: 1) Any person convicted of violating the provisions of this section shall be punished by a fine of $25.00 plus court costs; 2) Any person convicted of a second offense of violating the provisions of this section shall be punished by a fine of $100.00 plus court costs; 3) Any person convicted of a third offense of violating the provisions of this section shall be punished by a fine of $250.00 plus court costs. BE IT FURTHER ORDAINED that this ordinance shall become effective immediately upon publication in the official journal of the City of Winnsboro. VILLAGE OF BASKIN REGULAR COUNCIL MEETING NOV. 13, 2007
The Mayor and Council of the Village of Baskin met in a regular session on Tuesday, Nov. 13, 2007 at 5:00 p.m. at the Village of Baskin Town Hall. Present: Mayor Billy Joe Cupp, and Council members Theo Martin, Larry LaBorde and Mike Ballard. Also present: Town Clerk and guests. There being a quorum the meeting was called to order. The pledge of allegiance and prayer were led by Mayor Billy Joe Cupp. The Town Clerk read minutes from the previous meeting. Larry LaBorde made a motion to accept minutes. Theo Martin seconded. 3 yeas. 0 nays. 0 absent. OLD BUSINESS: Mayor Billy Joe Cupp reported that the Park Bathroom is complete. NEW BUSINESS: The cash flow report was provided for the month of November. Permission was granted to pay all bills. Theo Martin made a motion. Larry LaBorde seconded. 3 yeas. 0 nays. 0 absent. Mayor Billy Joe Cupp introduced the new alderman: Mike Ballard. Guest Joe Walters introduced Ordinance to Suspend the Beer License of any business delinquent in paying their sales tax. Fire Chief Fife also reported that the pump needs to be pressure checked this month. The firemen are entering a float in the 2007 Christmas parade. Special meeting is scheduled to be held for the Fire Department Saturday, November 71, 2007. With no further business Theo Martin made a motion to adjourn. VILLAGE OF BASKIN ORDINANCE NO. 11/07-02
ORDINANCE AUTHORIZING VILLAGE OF BASKIN TO SUSPEND THE BEER LICENSE OF ANY BUSINESS SHOULD THEY NOT PAY THEIR SALES TAX BE IT ORDAINED, that the Mayor is hereby authorized to suspend the beer license of any business located in the Village of Baskin who is 14 or more days delinquent in remitting their sales tax payments. BE IT FURTHER ORDAINED, that the business will be notified and a due process hearing will be held to give the person holding said permit to meet with the committee (Mayor and Council) in order for them to have their say before the license is suspended. This suspension shall be for a minimum period of seven (7) days. FURTHER BE IT ORDAINED, that this ordinance will take effect immediately. After being introduced in a Public Hearing and published in the local journal this ordinance is hereby adopted on this 13th day of November, 2007, and becoming effective upon adoption. VILLAGE OF BASKIN ORDINANCE NO. 11/07
AN ORDINANCE TO AMEND A ND SUPPLEMENT THE EXISTING ORDINANCE SET FORTH IN THE ORDINANCE 09/03 TO ESTABLISH VACATION POLICY. WHEREAS, every full time employee of the municipality of Baskin is entitled to receive certain privileges as benefits of employment. BE IT ORDAINED THAT, Vacation privileges be set forth and amended as such. An employee will be granted one (1) week vacation after the First anniversary of his/her employment. After the Second anniversary an employee will be granted two (2) weeks vacation. Said vacation to be taken after the anniversary each year. No employee shall take vacation leave or pay until after their anniversary date. Vacations must be scheduled in advance with approval of Mayor and/or Chief of Police. VACATION DAYS MAY NOT BE ACCUMULATED. Upon termination of employment an employee is entitled to be paid for any vacation due. BE IT FURTHER ORDAINED, THAT Each full time employee is granted one (1) day each month sick leave to be used only when sickness occurs. No employee can accumulate sick leave from year to year or be paid for sick leave. No employee shall take sick leave until it is earned. A doctor’s excuse may be requested by the Mayor at any time. BE IT THEREFORE ORDAINED, That any ordinance or parts of ordinances in conflict with this ordinance are hereby repealed. After being introduced in a Public Hearing and published in the local journal this ordinance is hereby adopted on this the 13th day of November, 2007, and becoming effective upon adoption.
