This Notice shall satisfy the above-cited two separate but related procedural notification requirements.
REQUEST FOR RELEASE OF FUNDS
On or about December 10, 2007, the Town of Wisner will submit a request to the Louisiana Division of Administration for the release of Louisiana Community Development Block Grant Funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as FY 2007 LCDBG Public Facilities Project, for the purpose of Community Center.
FINDING OF NO SIGNIFICANT IMPACT
The Town of Wisner has determined that the project will have no significant impact on the human environment. Therefore, as Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Town Hall, Wisner, Louisiana and may be examined or copied weekdays (8:30) a.m. to (4:00) p.m.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Mayor, Town of Wisner. All comments received by December 6, 2007 will be considered by the Town of Wisner prior to authorizing submission of a request for release of funds. Commentors should specify which part of this Notice they are addressing.
RELEASE OF FUNDS
The Town of Wisner certifies to Division of Administration that Allyn Jean Luckett in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Division of Administration approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Town of Wisner to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Division of Administration will consider objections to its release of funds and the Town of Wisner’s certification received by December 25, 2007 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Town of Wisner approved by the Division of Administration; (b) the (RE) has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the Division of Administration; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the Division of Administration at P.O. Box 94095, Baton Rouge, La. 70804-9094. Potential objectors should contact the Division of Administration to verify the actual last day of the objection period.

VILLAGE OF GILBERT
Regular Meeting
November 8, 2007
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, November 8, 2007 at 6:30 P.M., at the Gilbert City Hall. Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Leo Miller, Lovie Ezell, and Kay Dunaway. Also present was Chief of Police Ty Britt, Don Beaube, JoAnn Evans, and citizens.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Leo Miller, seconded by Kay Dunaway to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Lovie Ezell, seconded by Leo Miler to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Leo Miller, seconded by Lovie Ezell to pay the monthly bills. Motion carried.
POLICE DEPARTMENT:
Chief Ty Britt gave monthly report. Motion made by Leo Miller, seconded by Kay Dunaway to purchase four (4) new tires for police care. Motion carried.
WATER/SEWER DEPARTMENT:
Don Beaube gave monthly report for the water/sewer department. Motion made by Kay Dunaway, seconded by Leo Miller to have the repairs made to the town truck as presented. Motion carried.
FIRE DEPARTMENT:
No report.
OLD BUSINESS:
WELCOME NEW COUNCIL MEMBER:
Mayor Stephens and everyone welcomed Kay Dunaway as the new member of the town council.
CHRISTMAS PARADE:
Discussion was held on Christmas Parade.
ANNUAL CHRISTMAS PARTY:
Discussion was held on having the annual Christmas Party.
GRANT COMPLETION:
Mayor Stephens stated that all equipment had bee purchased with the grant money, and clerk stated that all paper work had been completed and mailed.
NEED ALL DEPARTMENTS INVENTORY LIST BY NOV. 12:
Mayor Stephens stated that each department needs to complete inventory list by November 12.
UPDATE ON COMMUNITY CENTER RENOVATIONS:
Mayor Stephens stated that some of the renovations on the community center may be changed due to the cost of expenses and clerk stated that we should know in couple of weeks on the grant money.
DRA GRANT TO APPLY FOR:
Discussion was held. Motion was made by Leo Miller, seconded by Kay Dunaway for the clerk to attend class. Motion carried.
COMPLETING POLICE CARPORTS:
Discussion was held on purchasing material and labor to complete carport. Motion was made by Love Ezell, seconded by Kay Dunaway to complete as discussed. Motion carried.
UPDATE ON DEQ MEETING:
Mayor Stephens gave report on the DEQ meeting.

Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the “Governing Authority”), acting as the governing authority of Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the “District”), on October 9, 2007, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, FEBRUARY 9, 2008, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:
PROPOSITION
SUMMARY: 10 YEAR, 15 MILLS PROPERTY TAX ON FIRE PROTECTION DISTRICT NO. 3 FOR ACQUIRING, CONSTRUCTING, IMPROVING, MAINTAINING AND OPERATING FIRE PROTECTION FACILITIES AND EQUIPMENT OF AND FOR THE DISTRICT, INCLUDING PURCHASING FIRE TRUCKS AND OTHER FIRE FIGHTING EQUIPMENT AND PAYING THE COST OF OBTAINING WATER FOR FIRE PROTECTION PURPOSES.
Shall Fire Protection District No. 3 of the Parish of Franklin, State of Louisiana (the “District”), levy a fifteen (15) mills tax on all the property subject to taxation in the District for a period of ten (10) years beginning with the year 2008 and ending with the 2017 (an estimated $24,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of acquiring, constructing, improving, maintaining and operating fire protection facilities and equipment of and for the District, including purchasing fire trucks and other fire fighting equipment and paying the cost of obtaining water for fire protection purposes?

Regular Meeting
November 8, 2007
The Franklin Parish Police Jury met in regular session on this the 8th day of November, 2007 at 6:00 P.M. in the Police Jury meeting room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, President, Jackie Johnson, Ray Young, K.W. Buddy Parks, Ricky Campbell, and Troy Hendry.
Juror Leroy Scott was absent from the meeting.
Juror Young opened the meeting with a Prayer and the Pledge.
Motion by Campbell and seconded by Hendry to approve the agenda.
Motion by Campbell and seconded by Hendry to approve the minutes of October 11th regular meeting, and October 30th, 2007 special meeting. Unanimously approved
Bill Hay, General Manager and Joe Powell, Supervisor with Delta Disposals were present at the meeting at the request of Juror Ricky Campbell who had received several complaints from his constituents concerning garbage pickup. Juror Campbell thanked Hay and Powell for coming to the meeting and told them he appreciated the way they handled the complaints. President Guimbellot also expressed appreciation for their efforts in handling complaints in his District. Juror Johnson asked what day of the week do they pick up bulk items. Joe Powell said that bulk pick up is Tuesday and Saturday and if not picked up on either day, just give them a call.
Carol Pinnell-Alison gave an update on upcoming activities for the month of November. She also said that interviewing would start on Monday for Kori Myers position.
Discussion for millages for the General Fund was tabled for a later date. Unanimously approved
Motion by Campbell and seconded by Young to adopt a resolution ordering and calling a special election to be held in Fire District No. 3 to authorize the levy of a special tax therein on February 8, 2008. Unanimously approved

Treasurer‚s Report: Shannon asked Jurors to take 2008 Budget Amendments and look over them and she will request a special meeting to approve budget amendments.
Superintendent Report: Greg passed out to Jurors a list with names of roads that have been chip sealed. Approximately 74.61 miles of road have been chip sealed. Jurors had some concerns about maintaining the roads. After 3 ˆ 5 years the roads may need some type of maintenance. There might be grant money out there for this.
Motion by Young and seconded by Johnson to appoint Danny Warner to FMC Board of Directors replacing Madge Wilson whose term expired in November. Unanimously approved.
Motion by Johnson and seconded by Parks to appoint Lester Thomas, Winnsboro Chief of Police to fill expired term of Board Member Mitch Reynolds and re-appoint Board Member Bill McLemore for a four (4) year term. Unanimously approved
Old Business: President Guimbellot said that in the North end of the Parish, 911 road signs are missing . They are missing all over the Parish. When someone calls 911 with an emergency the signs need to be in place so that emergency personnel can locate them. With signs missing, this could cause serious problems. It could mean life or death in some instances. President Guimbellot said that something has to be done.
New Business: Jurors unanimously decided to give permission to Sheriff‚s office to dump trash at Road Barn that inmates pick up on Parish Roads.
There being no further business to discuss at this time, on a motion by Johnson and seconded by Campbell the meeting was unanimously approved adjourned.

DRAFT WATER DISCHARGE PERMIT
The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Franklin Parish Sheriff’s Department, Franklin Parish Detention Center Wastewater Treatment Facility, 6566 Main Street, Winnsboro, Louisiana 71295. The facility is located at 388 Natures Acres Way in Winnsboro, Franklin Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued State (LPDES) permit LAG540313.
The principal discharge from this existing source is made into an unnamed ditch, thence into Deer Creek, thence into Bayou Macon, waters of the state classified for secondary contact recreation and limited aquatic life and wildlife use. Under the SIC Code 4952, the applicant proposes to discharge treated sanitary wastewater from a publicly owned treatment works serving the Franklin Parish Detention Center.
During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur.
Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests must be received by 12:30 p.m., Wednesday, December 26, 2007. Written comments will be considered prior to a final permit decision.
If LDEQ finds a significant degree of public interest, a public hearing will be held. LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.
The application, draft permit, and statement of basis are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA. Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays). The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
