Present for the meeting were Mrs. Louise Johnson, Mr. Tim Eubanks, Mrs. Dorothy Brown, Mr. Eddie Ray Bryan, Mr. Ronnie Hatton, Mr. Jesse Young, and Mr. Richard Kelly. No board member was absent from this meeting. President Eddie Ray Bryan called the meeting to order, Chaplain Richard Kelly led in prayer and President Bryan led in the Pledge of Allegiance. MOTION TO APPROVE MINUTES FROM SEPTEMBER 4, 6, 17, & 25, 2007 MEETINGS ORDINANCE # 2007-10-0002 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the minutes from the September 4, 6, 17, & 25, 2007 board meetings. MOTION:Mrs. Louise Johnson SECOND: Mr. Tim Eubanks All members present approved. AGRICULTURE EXTENSION OFFICE SPEAKER Ms. Carol Pinnell-Alison gave an update on the projects and activities of the Agriculture Extension Office. TEACHER OF THE YEAR RECOGNITION, WILEY MCCLARY Mr. Wiley McClary recognized and introduced the school’s Teacher of the Year and the Franklin Parish Teacher of the Year. A plaque and monetary award was presented to the Parish Teacher of the Year. The school’s elementary Teacher of the Year were, Melissa Middleton, Winnsboro Elementary, Marie Huff, Crowville School, Lindsey Butler, Gilbert School, Robbie McKeithen, Baskin School. The school’s middle school Teacher of the Year were George Arender, Baskin School, Julie Cureington, Gilbert School, and Lou Ann Parker, Crowville School. Ryan Parks from Franklin Parish High School was the high school Teacher of the Year. The parish winners were Lindsey Butler, elementary Teacher of the Year, Lou Ann Parker, middle school Teacher of the Year and Ryan Parks, high school Teacher of the Year. The monetary award was donated by Kelly Martin of Martin Brothers and refreshments for the teacher recognition service were donated by Michael McIntosh of Horace Mann Insurance. EXEMPLARY TEST SCORES TEACHER RECOGNITION, DELAYNE DONNELL Mrs. Delayne Donnell recognized teachers for their students exemplary test scores performance. The teachers recognized were Debbie McMurry from Baskin School, Ruby Ezell, Rebecca Anderson, Lindsey Butler, and Debbie Roberts from Gilbert School. SHAWN FORTENBERRY, PARENT Mr. Fortenberry addressed board with a request for a possible after school program for jr. high and high school students. He said this program could be modeled after the 21st Century Program that is in place for elementary students. The Board said they will look into the request. MOTION TO CONSIDER AND TAKE ACTION WITH RESPECT TO ADOPTING A RESOLTUION AUTHORIZING THE ISSUANCE OF $7,050,000.00 OF REVENUE BONDS(TAXABLE QZAB), SERIES 2007, OF THE PARISH SCHOOL BOARD OF THE PARISH OF FRANKLIN, STATE OF LOUISIANA; AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWITH ORDINANCE # 2007-10-0003 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to take action with respect to adopting a resolution authorizing the issuance of $7,050,000.00 of Revenue Bonds (Taxable QZAB), Series 2007, of the Parish School Board of the Parish of Franklin, State of Louisiana; and providing for other matters in connection therewith. MOTION TO CONSIDER RESOLUTION FOR HIGHEST BID FOR WOOD STREET HEAD START PROPERTY ORDINANCE # 2007-10-0006 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the resolution to accept the highest bid for 180 Woods Street Head Start property. Resolution of the Franklin Parish School Board regarding act of Sale WHEREAS, the Franklin Parish School Board owns property described as the Woods Community Center at 180 Woods Street, Winnsboro, Louisiana 71295, as a result of an Act of Donation from the Community Development Institute dated September 11, 2002 and recorded as Instrument Number 325575 on September 7, 2006 in the conveyance records of the Parish of Franklin: WHEREAS, the Franklin Parish School Board has declared the property surplus and has no further need for the property in connection with the Head Start Program; WHEREAS, the Regional Program Manager for the United States Department of Health and Human Services approved the selling of the property for the highest of the bids received with any proceeds treated as program income and used for the Head Start Program purpose prior to the end of the current budget period; WHEREAS, the property was advertised for sale and Angela Smith LaFonta submitted a bid of FIFTEEN THOUSAND AND NO/100 ($15,000.00) DOLLARS, which bid was in excess of a recent appraisal of the property; WHEREAS, the Franklin Parish School Board desires to proceed to an Act of Sale for the property; NOW, THEREFORE, BE IT DULY RESOLVED by the Franklin Parish School Board in regular session convened, that: The Franklin Parish School Board authorizes its President to execute an Act of Sale for the property known as the Woods Community Center located at 180 Woods Street, Winnsboro, Louisiana before a Notary and to execute any additional documents or requirements in order to complete the sale. MOTION TO CONSIDER RESOLUTION FOR HIGHEST BID FOR UMA PARENTING CENTER - HEAD START PROPERTY ORDINANCE # 2007-10-0007 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the resolution to accept the highest bid for UMA Parenting Center and described as Lots 17-21 of Block 5 of the Fourth Addition to Montgomery Subdivision, 243 Lincoln Street. Resolution of the Franklin Parish School Board regarding Act of Sale WHEREAS, the Franklin Parish School Board owns property known as the UMA Parenting Center and described as Lots 17-21 of block 5 of the Fourth Addition to Montgomery Subdivision, which property above in Lot 17 is recently known as the UMA Parenting Center, with the municipal address number of 243 Lincoln Street, Winnsboro, Louisiana, 71295, as a result of an Act of Donation from the Community Development Institute dated September 11, 2002 and recorded as Instrument Number 325575 on September 7, 2006 in the conveyance records of the Parish of Franklin; WHEREAS, the Franklin Parish School Board has declared the property surplus and has no further need for the property in connection with the Head Start Program; WHEREAS, the Regional Program Manager for the United States Department of Health and Human Services approved the selling of the property for the highest of the bids received with any proceeds treated as program income and used for the Head Start Program purpose prior to the end of the current budget period; WHEREAS, the property was advertised for sale and John D. PAM MCBROOM, HEAD START REPORT Mrs. Pam McBroom gave an update of the activities and projects of the Head Start Program, Mrs. McBroom gave each board member a financial report for August. MOTION TO CONSIDER PAYMENT OF MONTHLY INVOICES ORDINANCE # 2007-10-0008 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve the payment of monthly invoices. MOTION TO TABLE POLICY FOR EMPLOYEE TIME RECORDS ORDINANCE # 2007-10-0009 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to table the policy on Employee Time Records. MOTION TO TABLE POLICY FOR OVERTIME COMPENSATION ORDINANCE # 2007-10-0010 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to table the policy on Overtime Compensation. MOTION TO CONSIDER SECURITY CAMERAS ON SCHOOL BUSES ORDINANCE # 2007-10-0011 BE IT ORDAINED, ETC., that the Franklin Parish School Board approve to put security cameras on the 50 school buses. The total cost of cameras will be $15,000. Title IV will pay $5,000 of this cost and Sheriff Pylant has agreed to pay $10,000 and install the cameras. MOTION: Mr. Tim Eubanks SECOND: Mr. Jesse Young All members present approved. SUPERINTENDENT’S REPORT Dr. Lanny Johnson reported on the progress on the new gym floor at Franklin Parish High School. Stripping will begin tonight and new bleachers will be installed soon. PRESIDENT’S REPORT President Bryan reported on a good meeting on tonight and the recognition of exemplary teachers. The tax money will be coming in and the School Board will be able to make investments with this money.
