Special Meeting The Franklin Parish Police Jury met in Special Session on this 30th day of October 2007 in the Police Jury meeting room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, President, Jackie Johnson, Leroy Scott, and Troy Hendry. Jurors Ray Young , K.W. “Buddy” Parks, and Ricky Campbell were absent from the meeting. Juror Scott opened the meeting with a Prayer and the Pledge. Motion by Hendry and seconded by Scott to approve the agenda. Unanimously approved There was discussion between Jurors on prioritizing the Capital Outlay Projects. The following projects will be submitted by Ken McManus for Captial Outlay funding: 1. Union Church Road Reconstruction 2. Parish Complex (Public Works Bldg.) 3. (“ELL”), an electric public utility having facilities to provide retail electric service to residential, commercial, industrial, and governmental customers in forty-six Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, a modified Formula Rate Plan (“FRP”) rider schedule that implemented, effective the first billing cycle of November 2007 (October 29), a $7.1 million annual FRP revenue decrease pursuant to the LPSC General Order dated October 12, 2007 and Order U-28919, and in conjunction with the FRP proceedings currently before the LPSC in Docket No. U-20925 (TY 2006). This FRP rate reduction of approximately $7.1 million reflects: 1) a $5.2 million reduction for ELL’s compliance with the LPSC’s General Order dated October 12, 2007, which requires that 50% of franchise fees derived from electric utilities shall be placed in base rates and collected from all of the electric utilities’ ratepayers and the other 50% of franchise fees shall be borne only by the ratepayers within the municipality charging said fees and shall be noted on those ratepayers’ bills as a line item; and 2) a $1.8 million incremental rate reduction associated with Entergy Louisiana, Inc.’s conversion to a Limited Liability Corporation pursuant to LPSC Order U-28919. This decrease of $7.1 million will have the following effects upon ELL bills for customers not subject to the line item franchise fee based upon November 2007 Fuel Adjustment Charges. A bill for Residential Service for 1,000 kWh would decrease $0.37 from $87.59 to $87.22. A commercial customer’s bill for Small General Service for 12,500 kWh would decrease $5.49 from $1,233.82 to $1,228.33. An industrial customer’s bill for Large General Service for 1,000 kW and 500,000 kWh would decrease $124.74 from $35,633.15 to $35,508.41. In municipalities that charge a two percent franchise fee, the change would have the following effects on customers’ bills. A bill for Residential Service for 1,000 kWh would increase $0.50 from $87.59 to $88.09. A bill for Small General Service for 12,500 kWh would increase $6.79 from $1,233.82 to $1,240.61. A bill for Large General Service for 1,000 kW and 500,000 kWh would decrease $124.74 from $35,633.15 to $35,508.41.
