WE, the Jury commission in and for the Parish of Franklin, State of Louisiana, met on this the 10th day of August, 2007, having been subpoenaed by ANN JOHNSON, CLERK OF COURT and MEMBER OF THE JURY COMMISSION, for the purpose of drawing from the General Venire one hundred fifty (150) names possession the qualifications prescribed by law and in accordance with the Orders of this Court, dated August 7, 2007 and August 2, 2006, to serve as Petit Jurors for the week of court beginning on November 5, 2007, at 9:30 a.m., said list placed in an envelope and placed in the jury box and labeled “PETIT JURY VENIRE NO. 3”; said names drawn as follows, to-wit:

VILLAGE OF GILBERT
Regular Meeting
Oct. 11, 2007
The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, October 11, 2007 at 6:30 p.m., at the Gilbert City Hall. Those present were as follows: Mayor Mike Stephens, Clerk Diane Parker, Alderman Leo Miller, Lovie Ezell, Don Beaube, Joann Evans, and Citizens.
Absent was alderman Crystal Welch.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance.
MINUTES:
Motion made by Leo Miller, seconded by Lovie Ezell to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Lovie Ezell, seconded by Leo Miller to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Leo Miller, seconded by Lovie Ezell to pay the monthly bills. Motion carried.
FIRE DEPARTMENT:
No report.
POLICE DEPARTMENT:
No report.
PUBLIC WORKS DEPARTMENT: Don Beaube gave monthly report for the water/sewer department.
OLD BUSINESS:
ADOPT RESOLUTION FOR LEASE ON LAND FOR HAY CUTTING ONLY:
Mayor Stephens advised that the town attorney requested to adopt a resolution with Tiger Erectors owner Mark Ezell. Motion was made by Leo Miller, seconded by Lovie Ezell to adopt resolution. Motion carried.
DISCUSS COMPLETION ON POLICE CARPORT:
Mayor Stephens asked that we get the carport for the police department finished before winter. Motion was made by Lovie Ezell, seconded by Leo Miller giving Mayor Stephens the authority to get prices on materials needed and complete the police carport. Motion carried.
DISCUSS GRANT UPDATES:
Clerk advised that the grant funds for the Community Center be arriving end of October, and the grant for the equipment should be here in about two weeks.
DISCUSS “THE SIGN” COMPLETION:
Mayor Stephens advised that the sign would be completed in the morning. Mayor Stephens stated that Head Concrete donated the concrete we needed, and wanted to say THANK YOU TO HEAD CONCRETE for the donation. Jerry Oxley would be here in the morning to finish the installment of the sign.
DISCUSS SPEED LIMIT SIGNS:
The Mayor and Council decided to order seven (7) speed limit signs for now. The town has poles for seven (7) signs, and when we order next we would have to order some poles.
NEW BUSINESS:
DISCUSS MAIN TO MAIN (NOV. 2 & 3) BASKIN—WISNER:
Mayor Stephens stated he had received information from Kay LaFrance pertaining to the main to main event. Stephens encouraged anyone wanting to participate in this event was welcomed.
DISCUSS DEQ TRIP TO BATON ROUGE (OCT. 24):
Motion made by Lovie Ezell, seconded by Leo Miller for Mayor Stephens and Don Beaube to attend a meeting in Baton Rouge with the DEQ on Oct. 24.
DISCUSS COMMUNITY CENTER (ELECTION OCT. 20):
Mayor Stephens stated that the termites would be treated after the election on Oct. 20. Stephens advised Don to fix the latch on the door and any other repairs that needed to be done before the Election Day. Stephens stated that when the grant money arrives we would start on the renovations.
DISCUSS CHRISTMAS PARTY:
Discussion was held on planning our annual Christmas Parity.
CITIZENS PARTICIPATION:
Citizens appeared before the council about concerns with dogs and cats.

Franklin Parish Police Jury
Regular Meeting
October 11, 2007 @ 6:00 P.M.
The Franklin Parish Police Jury at 6:00 P.M. held their regular meeting in the Police Jury meeting room, Courthouse Building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, President, Jackie Johnson, Ray Young, K.W. “Buddy” Parks, Ricky Campbell, and Troy Hendry.
Juror Leroy Scott was absent from this meeting.
Juror Ray Young opened the meeting with Prayer and Pledge.
Motion by Campbell and seconded by Parks to approve the agenda. Unanimously approved
Motion by Hendry and seconded by Parks to approve the minutes of September 13th and 28th meetings. Unanimously approved
Motion by Campbell and seconded by Young to accept contract with IBTS for one year. Unanimously approved
Motion by Young and seconded by Parks to advertise for 2008 bids for materials and supplies. Unanimously approved
Motion by Young and seconded by Campbell to adopt a resolution of Annual Certification of Compliance for Off System Bridge Program. Unanimously approved
Motion by Hendry and seconded by Young to adopt the established load limit for Parish Bridges to comply with the Federal Bridge Program. Unanimously approved
Carol Pinnell-Alison with the LSU Ag Center appeared before the Jurors and gave a brief update on crops and upcoming events at the Ag Center. She also said that they should have a replacement for Kori Myers by December.
Shannon gave a brief update on projects that Ken McManus will be applying for through Capital Outlay. The projects are: Looney Canal Drainage, Public Works Building, Tom Kerrigan Road, Union Church Road, Abe Lincoln Subdivision Roads, Brown’s Landing Road, Country Lane, Bo Johnson, and Tatum Loop, Courthouse Renovations, Jan, Ann, and Collins Roads, and Pine Prairie Loop. Jurors unanimously approved the list of roads to be submitted for Capital Outlay funding.
Motion by Campbell and seconded by Hendry to have Public Hearing to take Duck Lane out of the system. Unanimously approved
Horace Robinson appeared before the Jury and voiced concerns about signing a contract with IBTS and fees they are charging. There was some discussion between Mr. Robinson and Jurors concerning this matter. Mr. Robinson said that North Louisiana residents should not be penalized for the Katrina problem. Juror Young said that we are trying to do what’s best for Franklin Parish. Larry Walters with IBTS gave a brief overview of the fees and said that they were competitive for Franklin Parish and in the long run beneficial to people.
Under Public Works Committee Report: In a motion by Campbell and seconded by Parks to approve hardship certification of Blanche Posey at 214 Newt Winters Road, Winnsboro, LA. Unanimously approved

Treasurers Report: Motion by Campbell and seconded by Young that the Health Unit purchase two (2) printers for less than $900.00. Unanimously approved
Superintendent Report: Greg told Jurors that six roads had been chip sealed. They are getting ready for the next phase of chip sealing. Juror Young talked about some roads that needed resealing. Juror Johnson asked Greg about how many miles of road had been chip sealed. Greg said approximately 50 miles of road had been chip sealed.
Old Business: Juror Johnson asked that the resolution for Section 8 be read. Shannon read resolution to Jurors. There was discussion between Charles Brass and Juror Johnson about the Section 8 program. Shannon will send letters to Congressman Rodney Alexander, Senator David Vitter, and Senator Mary Landrieu asking for their support/assistance in helping Franklin Parish secure extra housing through the Section 8 program.
There being no further business to discuss at this time, on a motion by Young and seconded by Johnson the meeting was unanimously approved adjourned.
