The Board of Aldermen of the City of Winnsboro, Louisiana, met in regular session on Monday, September 17, 2007, at 6:00 PM at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, with Mayor Jack Hammons presiding.

RESOLUTION NO. 07-0903:
BE IT RESOLVED, that the following millage is hereby levied on the 2007 tax
roll on all property subject to taxation by the City of Winnsboro
MILLAGE RATE – 6.76
BE IT FURTHER RESOLVED that the proper administrative officials of the
Parish of FRANKLIN, State of LOUISIANA, be and they are hereby empowered,
authorized, and directed to spread said taxes, as hereinabove set forth, upon the
assessment roll of said Parish for the year 2007, and to make the collections of the taxes
imposed for and on behalf of the taxing authority, according to law, and that the taxes
herein levied shall become a permanent lien and privilege on all property subject to
taxation as herein set forth, and collection thereof shall be enforceable in a manner
provided by law.
The foregoing resolution was read in full, the roll was called on the adoption
thereof, and the resolution was adopted by the following votes:

RESOLUTION NO. 07-0901:
A RESOLUTION COMMITTING THE CITY OF WINNSBORO TO PAY $32,900.00 FOR ADMINISTRATIVE SERVICES FOR THE 2008/2009 COMMUNITY DEVELOPMENT BLOCK GRANT (LCDBG) PROJECT.
WHEREAS, the City of Winnsboro has decided to submit a 2008-2009 LCDBG public facilities application for street improvements; and
WHEREAS, the City of Winnsboro intends to utilize local funds (in order to gain one additional points) to pay for administrative costs up to and including pre-agreement costs, administrative consultant fees, and any other administrative costs incurred by the local governing body associated with the 2008-2009 application; and
WHEREAS, the City of Winnsboro has agreed for Frye-Magee and Associates Inc., to perform all administrative consulting services associated with the application which includes developing the grant application at no cost to the City of Winnsboro and then performing all administrative consulting duties following Grant award at a cost not to exceed $32,900.00;
NOW, THEREFORE, BE IT RESOLVED, by the City of Winnsboro, State of Louisiana, in regular session duly convened on this 17th day of September, 2007, that the City of Winnsboro does hereby commit up to $32,900.00 services to enter into an agreement with Frye-Magee and Associates, Inc., to develop the application and to perform administrative consulting services for the fee of $32,900.00, with the understanding that the local funds will not be used unless the grant application is awarded.
Said Resolution having been read and considered by a quorum of the City of Winnsboro, on motion by Gill, seconded by McCarthy, to adopt the Resolution, a record vote was taken and the following result was had:

RESOLUTION NO. 07-0902:
A RESOLUTION COMMITTING THE CITY OF WINNSBORO TO PAY FOR ENGINEERING SERVICES FOR THE 2008-2009 COMMUNITY DEVELOPMENT BLOCK GRANT (LCDBG) PROJECT.
WHEREAS, the City intends to utilize local funds (in order to gain an additional point) to pay for engineering costs up to and including surveying, testing, (if any), design, and developing the application cost estimate, project description and any other necessary engineering costs which will be incurred by the local governing body associated with the 2008-2009 application; and,
WHEREAS, the City has decided to use the services of Meyer, Meyer, LaCroix & Hixson, to perform application and design engineering services associated with the street application;
NOW, THEREFORE, BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro, State of Louisiana, in regular session duly convened on this 17th day of September, 2007, that they hereby authorized the City of Winnsboro to commit for all engineering services to enter into an agreement with Meyer, Meyer, LaCroix & Hixson, for the 2008-2009 LCDBG application.

ZONING – 1420 WHITE STREET:
Upon the recommendation of the Zoning Commission, the request for a variance on the zoning of property located at 1420 White Street was denied by the Board of Aldermen. Motion by Dumas, second by Mahoney and unanimously approved.
FIREWORKS:
An introduction to amend the ordinance on fireworks was introduced at the August meeting of the Board of Aldermen. After review of the existing ordinance on fireworks, Sec. 16-118, (c), (2), there is a provision for a fireworks display approved and permitted by the Mayor and Board of Aldermen.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Gill, second by Johnson to accept the report as given. Unanimously approved.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by Gill, second by Mahoney to accept the report as given. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Motion by Johnson, second by McCarthy to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by Gill, second by Dumas and unanimously approved that the meeting be adjourned.

Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on September 21, 2007, Entergy Louisiana, LLC. (ìELLî), an electric public utility having facilities to provide retail electric service to residential, commercial, industrial, and governmental customers in forty-six Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (ìLPSCî), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, a modified Formula Rate Plan (ìFRPî) rider schedule that implemented, effective the first billing cycle of October 2007 (September 28), an $18.4 million annual FRP revenue increase pursuant to Section 2.B.2 of the FRP, and in conjunction with the FRP proceedings currently before the LPSC in Docket No. U-20925 (TY 2006). This rate increase reflects ELLís implementation of certain adjustments proposed by the LPSC Staff in its review of the Companyís filing and is comprised of 1) a $23.8 million increase in Rider FRP revenue necessary to adjust for 60% of ELLís revenue deficiency and 2) a $5.4 million decrease for reduced Additional Capacity costs.
This rate increase will have the following effects upon ELLís customersí bills based upon September 2007 Fuel Adjustment Charges. A bill for Residential Service for 1,000 kWh will increase $1.00 from $95.53 to $96.53. A bill for Small General Service for 50 kW and 12,500 kWh will increase $14.31 from $1,292.79 to $1,307.10. A bill for Large General Service for 500 kW and 225,000 kWh will increase $157.46 from $17,784.21 to $17,941.67.
ELL also filed a second Revised Attachment A FRP Rider Schedule that will not be implemented, but that is included to reflect and reserve the Companyís position with respect to the full recovery of $39.8 million in unrecovered fixed costs associated with the loss of customers as a result of Hurricane Katrina. ELL has requested that the Commission grant it the right to defer for accounting purposes that portion of this claim that is not based upon ELLís opportunity to change Rider FRP Revenue levels ìto increase the EROE for the Evaluation Period by 60% of the difference between the Lower Band and the EROEî [as modified by removing the adjustment that the Company has referred to as ìUnrecovered Fixed Costî] as set forth in Section 2.C.2(a) of FRP-4. A copy of these rider schedules may be viewed in the Office of the Louisiana Public Service Commission in Baton Rouge, Louisiana.
