Pursuant to the provisions of a resolution adopted by the Police Jury of the Parish of Franklin, State of Louisiana (the "Governing Authority"), acting as the governing authority of Parish of Franklin, State of Louisiana (the "Parish"), on June 14, 2007, NOTICE IS HEREBY GIVEN that a special election will be held within the Parish on SATURDAY, NOVEMBER 17, 2007, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following propositions, to-wit:

Shall the Parish of Franklin, State of Louisiana (the "Parish"), levy an eleven and seventeen hundredths (11.17) mills tax on all property subject to taxation in the Parish (an estimated $583,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2008 and ending with the year 2012, for the purpose of construction, maintenance and operation of, and the purchase of equipment for, the drainage system in the Parish?

SUMMARY: 5 YEAR, 4.26 MILLS PARISH PROPERTY TAX RENEWAL FOR THE PURCHASING, OPERATING AND MAINTAINING OF ROAD EQUIPMENT AND FOR SALARY ADJUSTMENTS FOR EMPLOYEES OF THE PARISH.
Shall the Parish of Franklin, State of Louisiana (the "Parish"), levy a four and twenty-six hundredths (4.26) mills tax on all property subject to taxation in the Parish (an estimated $223,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2009 and ending with the year 2013, for the purpose of the purchasing, operating and maintaining of road equipment and for the purpose of salary adjustments for employees of the Parish?

Minutes of meeting dated Thursday, September 6, 2007, 7:30 a.m. at Crowville Fire Station.
Board members present: Kelly Clark, Dewayne Hendry and Don Middleton. Absent: Don McDuffie.
Business before the board:
1. Financial statement reviewed and approved without change.
2. Bid received from Dewayne Reeves for lawn mowing in 2008.
3. Resolution introduced by Kelly Clark, seconded by Dewayne Hendry, that Roy McDuffie and John Shelton be authorized to ride over First District to verify parcel addresses. Resolution passed with no opposition.
4. Don Middleton stated that he had received word from Ferrara that skid unit for brush fire truck should be delivered the first week of October 2007.
There being no other business to discuss, the meeting was adjourned.

Franklin Parish Police Jury
The Franklin Parish Police Jury at 6:00 P.M. held a Public Meeting on Application for project funding under the state of LA FY 2008/2009 Community Development Block Grant (LCDBG) in the Police Jury meeting room, courthouse building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, President, Jackie Johnson, Ray Young, K.W. "Buddy" Parks, and Troy Hendry.
Juror Ray Young opened the meeting with a Prayer and the Pledge.
Juror Leroy Scott entered at this time.
Motion by Hendry and seconded by Parks to approve the agenda. Unanimously approved.
Motion by Hendry and seconded by Parks to approve the minutes of July 6th special meeting, July 12th regular meeting, and July 18th special meeting. Unanimously approved.
Kendal Magee with Frye-Magee and Associates talked to the Jurors about submitting an application for project funding under the State of LA FY 2008/2009 Community Development Block Grant (LCDBG) Program. Franklin Parish has benefited from the program in the past such as: streets, sewer, and water system improvements throughout the Parish. Kendall said that a half million dollars was available. Jury should relook at street application. Juror Scott wanted to know why the street project would be funded this cycle when 2 years ago it failed. There was discussion between Juror Scott and Kendall Magee about applying again for the street grant. Mr. John Lawrence wanted to know how the Block Grants are prioritized. Kendall said where there was the greatest need. Kendall recommended that the Jury look at the application at next meeting. No action was taken on Block Grant application. Kendal Magee informed the Jury of a meeting on Water application for August 16th in the Jury Office. All interested persons are asked to attend.
Motion by Young and seconded by Hendry to change the effective date of Fire District No. 3 Boundary change to November 1, 2007. Unanimously approved.
Juror Johnson discussed Washington Sewer System. He said that the system has serious problems. David Doughty asked who owns sewer system? Jury has no ownership. The system is privately owned and the owner needs to be cited. Police Jury does not have authorization to make repairs. The Department of Public Health needs to issue citations to the owner. Juror Scott that this situation will have a ripple effect throughout the Parish. The problem needs to be fixed. Juror Johnson said that the issue needs to be resolved. We need a clear, precise direction to go into. Juror Young said cite someone. The Jury can't take over a failed private business. Juror Hendry said that the owner needs to be held accountable. Buddy Smith with the Department of Public Health addressed the Jurors saying that he would investigate and issue a citation to Mr. Ledell Heckard owner of the system.
Sam Jones with the Governor's office spoke to Jurors and audience on Home Rule Charter. He said out of 64 parishes 24 operated under a Charter. Home Rule Charter is an accountable form of government where action can be taken locally on the problems at hand rather than going through Baton Rouge. Jones said he had previously served as Mayor of Franklin in St. Mary parish and had operated on the Home Rule Charter which proved beneficial to Franklin. A Home Rule Charter provides structure and organization. A Police Jury does not have authority to determine its own structure and organization. Jones said that a Charter may not work in some Parishes. With Police Jury form of government each juror gets to know his/her constituents and their problems. In Home Rule Charter, you can draw charter any way you want it done. No action was taken
A plaque was presented to Mrs. Rebecca B. Singleton for 20 years of service on Franklin Medical Center Board of Commissioners by Jurors Johnson and Scott.
Motion by Hendry and seconded by Parks to accept the resignation of Mrs. Rebecca B. Singleton on the Franklin Parish Medical Center Board of Commissioners. Unanimously approved.
Motion by Johnson and seconded by Young to approve notice of renewal election November 17, 2007 on the following millages: Courthouse Maintenance Tax, Purchase of Equipment Tax, Drainage Tax, and Salary Adjustment Tax. Unanimously approved.
Leon Belila CEO of Franklin Medical Center gave an update on hospital operations. He said in 2006 the hospital had a financial loss $1,500,000 and in 2007 a loss of $40,000.00. Mr. Belila said that the hospital has made improvements in his first year as CEO. The hospital has some renovation going on: admitting department (completed), the gift shop, Chapel, and also they will be doing a face lift to patient rooms. Also, they have purchased a new MRI, Digital radiology room, ultra sound unit and necular medicine unit. The Hospital also has a new program called prescription assistance that will help patients with low income to purchase medicine. Right now we are working on recruiting more physicians. Mr. Belila invited jurors to come by his office so that he can give them a tour of the facility. President, Guimbellot asked if hospital liaison member could attend an executive session. Mr. Belila said they could attend if invited by the Board in advance of meeting.
Carol Pinell-Alison of LSU Extension office gave an update on activities going on. Eight students attended 4-H University. Twenty-two students attended 4-H Camp. Very good year for corn with a 65% increase. Cotton was down 59%.
Purchasing Committee Report: Superintendent said they bought 2 bush hogs for $8681.00 each. Juror Scott mentioned looking into buying from State Auction in Baton Rouge.
Public Works Committee Report: Motion by Hendry and seconded by Parks to put Gorman Lane into system. Unanimously approved.
Personnel Committee Report: Letter of resignation received from newly hired Assistant, Amy R. McMurray.
Superintendent Report: Greg said that $190,000.00 in expenses can be reimbursed from state. He passed out sheets telling of all projects that they are working on. They have chip sealed 5 out of 6 roads. Reagan Loop will be the next road to chip seal.
Treasurer Report was given by Shannon Gwin.
New Business: Motion by Hendry and seconded by Parks recommending appointing Noah Charles "Chuck" Till to fill the position of William Till Justice of Peace who recently passed away until an election is held. Unanimously approved.
Juror Johnson talked about getting a transit system started for Region 5. He said having this system in place would add to the economic growth of the Region. Juror Scott recommended doing a survey of all parishes in Region 5 to see if they would be interested in this venture. He is asking that each parish would form a transportation board and let the Jury know what they think of this venture. In a motion by Scott and seconded by Parks to survey the Region 5 parishes and see if they are in agreement with Juror Johnson. Unanimously approved.
Ken McManus said that he and Kendal Magee were working on a similar situation and that the Jury should request other parishes to participate in getting a transit system.
Motion by Young and seconded by Johnson to appoint Paul Price, Jr. and Dr. Floyda Jan Hicks to the Franklin Parish Medical Center Board of Commissioners. Unanimously approved.
Juror Parks said that he had a name to submit for the Board. President said that a motion was already on the floor.
Motion by Young and seconded by Hendry to abandon 30 feet of Right of Way through Larry Robinson's property on River Road. Unanimously approved.
Greg Blount with IBTS made a presentation to Jury on providing a Building Department for issuing building permits. He said their mission statement is: to lessen the burdens of all levels of government and to enhance economic development building regulatory efficiency and public safety in the United States. IBTS is a complete solutions provider with qualifications that exceed those of a traditional third party design review and inspection firm. IBTS provides code construction enforcement and related services that include plan review, inspection, and training elements. IBTS provides third party inspections and plan reviews for single land multi-family residential, commercial and mixed-use projects in various states. IBTS is currently providing construction code enforcement and related technical services for 23 parishes in Louisiana covering over 50,000 permits a years, with over 60 IBTS building code per year. Blount then went over the fees charged by his Company which start at $.55 per square foot amount. No action was taken at this time.
Ken McManus of McManus Engineering spoke to Jurors concerning his fees. $1,000.00 flat rate is charged on all new construction regardless of square footage. Some discussion came up and some of the Jurors had some questions for Ken as to how long had he been charging that amount. Juror Johnson said he did not see anything wrong with the way we are doing now. Juror Scott said that he was in favor of still using McManus Engineering as our CBO.
There being no further business to discuss at this time, on a motion by Parks, and seconded by Hendry the meeting was unanimously approved adjourned.
