PUBLIC NOTICE

Notice is hereby given that the Board of Alderman of the Village of Gilbert, Louisiana, to introduce amending section 22-77 of the sales tax code effective January 1, 2008.
The purpose of compensating the dealer in accounting for allowing one (1%) percent of the amount of tax due and accounted for and remitted to the collector in the form of a deduction in submitting his report and paying the amount due him if the amount due was not delinquent at the time of payment.
A public hearing will be held at the next regularly scheduled meeting of the Board of Alderman of the Village of Gilbert to be held on September 13, 2007 at 6:30 p.m. to adopt section 22-77 of the sales tax code effective January 1, 2008.

VILLAGE OF GILBERT, LOUISIANA
ORDINANCE NO. 299
AN ORDINANCE TO ADOPT THE ANNUAL BUDGET OF REVENUE AND EXPENDITURES FOR THE FISCAL YEAR OF JULY 1, 2007 TO JUNE 30, 2008 FOR THE VILLAGE OF GILBERT.
BE IT ORDAINED, by the Board of Alderman of the Village of Gilbert, Louisiana, in regular session convened on June 14th, 2007 to adopt the following:
SECTION 1: Attached estimate of revenue as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 (D), Louisiana Local Government Budget Act, be and the same is hereby to serve as the adopted budget of expenditures for the Village of Gilbert for the fiscal year July 1, 2007 to June 20, 2008, to wit: General Fund Revenue; $231,600.00, Enterprise Fund Revenue; $136,250; Sales Tax Revenue; $40,150.00.
SECTION 2: The attached statement of expenditures as reflected in the consolidated Statement, and such other fiscal exhibits and information as required by Section 1308 (D) Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the adopted budget of expenditures, to wit; General Fund Expenditures; 4226,400, Enterprise Fund Expenditures: $132,575.00, Sales Tax Expenditures; $32,000.00.
SECTION 3: The adoption of the budget of expenditures as reflected in the attached adopted budget containing object of expenditures classification shall be declared to be the appropriation of the amounts set therein as established in each budget classification by object of expenditure. All salaries are hereby adopted by this section.
SECTION 4: The amounts appropriated for all accounts shall not exceed the amount fixed therefore in the budget of expenditures. Nothing contained herein shall prohibit this authority from adopting this budget or making an appropriation to and from contingent to be used in cases of emergency.
Any ordinances or parts or ordinances in conflict with this ordinance, to the extent of that conflict, are hereby repealed.
Said Ordinance been introduced on the 10th day of May, 2007, notice of public hearing having been published, and said public hearing having been held. The title having been read and the ordinance considered, on a motion by Lovie Ezell and seconded by Crystal Welch, to adopt the ordinance on June 14th, 2007. ORDINANCE NO. 298
AN ORDINANCE TO AMEND THE ANNUAL BUDGET OF REVENUE AND EXPENDITURES FOR THE FISCAL YEAR OF JULY 1, 2006 TO JUNE 30, 2007 FOR THE VILLAGE OF GILBERT.

BE IT ORDAINED, by the Board of Alderman of the Village of Gilbert, Louisiana, in regular session convened on June 14, 2007, to adopt the following:
SECTION 1: The attached statement of revenue as reflected in the consolidate statement, and such other fiscal exhibits and information as required by Section 1308 (D), Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the amended budget of expenditures for the Village of Gilbert for the fiscal year July 1, 2006 to June 30, 2007, to-wit: General Fund Revenue: 4229,360.00; Enterprise Fund Revenue: $133,800.00; Sales Tax Fund Revenue, $40,150.00.
SECTION 2: The attached statement of expenditures as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 (D), Louisiana Local Government Budget Act be and the same is hereby adopted to serve as the amended budget of expenditures, to wit: General Fund Expenditures: $218,613.00; Enterprise Fund Expenditure: $128,550.00; Sales Tax Fund Expenditures: $35,000.00. (Due to the fact we did not have to transfer money from sales, each account carried it's own).
SECTION 3: The adoption of the budget of expenditures as reflected in the amended budget containing object of expenditures classification shall be declared to be appropriation of the amounts set therein as established in each budget classification by object of expenditure.
SECTION 4: The amounts appropriated for all accounts shall not exceed the amount fixed therefore in the budget of expenditures. Nothing contained herein shall prohibit this authority from amending this budget or making an appropriation to and from contingent to be used in cases of emergency.
Said Ordinance having been introduced on the 10th day of May, 2007, notice of public hearing having been published, and said public hearing having been held, the title having been read, and the ordinance been considered, on a motion by Lovie Ezell, seconded by Leo Miller, to adopt the ordinance on June 12, 2007. A recorded vote was taken and the following result was:

PUBLIC HEARING NOTICE

The Town of Wisner is hereby notifying the citizens of Wisner that a public hearing will be held on the 13th day of September, 2007, at 6:30 p.m. at the Wisner Town Hall.
The purpose of the meeting is to discuss the submission of an application for project funding under the State of Louisiana FY 2008/2009 Community Development Block Grant (LCDBG) Program.
The following items will be discussed at the public hearing:
1). The amount of funds available for proposed community development and housing activities;
2). The range of activities that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate income;
3). The plans of the Parish for minimizing displacement of person as a result of activities assisted with such funds and the benefits to be provided to person actually displaced as a result of such activities; and,
4). The Town's performance in prior LCDBG programs funded by the State of Louisiana, Division of Administration.
All citizens, particularly persons of low to moderate income and residents of blighted areas, are encouraged to submit their views and proposals regarding community development and housing needs. Accommodations will be made for persons with disabilities and non-English speaking persons provided those persons request said accommodations 3 days prior to the public hearing.

VILLAGE OF GILBERT
REGULAR MEETING
AUGUST 9, 2007

The Village of Gilbert Mayor and Board of Alderman met in regular session on Thursday, August 9, 2007 at 6:30 p.m., at the Gilbert City Hall. Those present were as follows: Mayor Mike Stephens; Clerk Diane Parker; Alderman Leo Miller, Lovie Ezell, Don Beaube, Joann Evans, Kraig Gwin, Ty Britt, Brian Goodman and citizens. Absent was Alderman Crystal Welch.
CALL TO ORDER:
Mayor Mike Stephens called the meeting to order. Leo Miller led in opening prayer. Diane Parker led in the pledge of allegiance.
AMEND AGENDA:
Lovie Ezell made a motion to amend agenda to allow Jerry Oxley with Signs by Jerry, and Joe Walters with the Franklin Parish School Board to speak. Motion was seconded by Leo Miller. Motion carried. Mr. Jerry Oxley with signs by Jerry presented sign displays. Discussion was held. Motion was made by Lovie Ezell, seconded by Leo Miller. Motion carried Council giving Mayor permission to order. Mr. Joe Walters with the Franklin Parish School Board presented an amended proposal to section 22-77 sales tax code. The amended code was introduced and a public hearing will be held September 13, 2007, at 6:30 p.m. The sales tax code will be up for adoption at next month's meeting. This code will be effective January 1, 2008 if adopted.

Motion made by Leo Miller, seconded by Lovie Ezell to accept the minutes as presented. Motion carried.
FINANCIAL DOCUMENTS:
Motion made by Lovie Ezell, seconded by Leo Miller to accept the financial documents as presented. Motion carried.
PAY MONTHLY BILLS:
Motion made by Leo Miller, seconded by Lovie Ezell to pay the monthly bills. Motion carried.
FIRE DEPARTMENT:
Brian Goodman gave monthly report for the fire department.
POLICE DEPARTMENT:
Chief Ty Britt gave monthly report for the police department. Chief Britt recommended that Jimmy Berry be an auxiliary patrolman for the Village of Gilbert. Discussion was held. Lovie Ezell made a motion for Jimmy Berry to be an auxiliary patrolman. Seconded by Leo Miller. Motion carried.
WATER/SEWER DEPARTMENT;
Don Beaube gave monthly report for the water/sewer department.
OLD BUSINESS:
DISCUSS TOWN PROPERTY:
Tabled from last month's meeting, Mayor Stephens proposed to advertise for three weeks, 19.5 acres for rent for the purpose of cutting hay only. Mayor Stephens stated that the Village of Gilbert would still be responsible for NO TRESPASSING.
INSPECTIONS ON COMMUNITY CENTER;
Discussion was held to have the Community Center treated and inspected yearly for termites. Motion was made by Lovie Ezell to treat for termites before the renovation begins. Seconded by Leo Miller. Motion carried.
NEW BUSINESS:
ADOPT ORDINANCE #300-REDUCING SPEED LIMIT TO 15 MPH.
A public hearing will be held on September 13, 2008 at adopt ordinance #300-reducing speeding limit to 15 mph on the following streets: 2nd, 3rd, 4th streets, Burnett & McCann Street, and all streets around the school and the ball parks.
CDBG GRANT:
Mayor Stephens advised that everything was going accordingly on this grant.
TRUCKS ON MAPLE CIRCLE:
Discussion was held.
PROBLEMS ON TOWN PROPERTY:
Discussion was held on citizens dumping trash. Mayor Stephens advised that the trash would get cleaned up, put a lock on the gate, a sign would be put up, and try to catch who is dumping trash on the property.
CLERK SCHOOL:
Discussion was held. Motion was made by Lovie Ezell that the clerk attends the school. Seconded by Leo Miller. Motion carried.
CITIZENS PARTICIPATION:
None available.
ADJOURNMENT:
Lovie Ezell made motion to adjourn. Leo Miller seconded the motion. Motion carried.
