MINUTES- LIBRARY BOARD August 8, 2007
The Franklin Parish Library Board met in a regular meeting on August 8, 2007 at noon. Luella Snyder, Board President, opened the meeting with board members, Addie Bolton, Bill Marionneaux, Jeannette Thompson and John Guice present. Mr. John Guice led in prayer. The minutes from the last meeting were adopted. Ms. Arnold gave the statistical report for the second quarter and reported that circulation was down from last year and stated that children circulation could be down due to having children's programs outside the library. Ms. Arnold then gave the financial statement for the quarter and added that upon the auditor's suggestion, the building and construction budget could be added into the operating budget in order to not have to have a separate budget and budget hearing. Ms. Arnold then reviewed the auditor's report for the year that was conducted by Mary Jo Finley, CPA. Ms. Addie Bolton moved that the library continue using Mary Jo Finley, CPA to conduct the annual audit. Dr. Bill Marionneaux seconded and the motion past. Also during the financial report, Ms. Arnold mentioned that the library was approved for E-rate funding for the 07-08 year. Ms. Arnold also discussed whether the library would like to use direct deposit for payroll. The board decided not to take any action. Ms. Jean Stanley, children's library coordinator, reported on the Summer Reading Program and highlighted the programs and activities held this summer. She thanked the board for their support and also thanked Franklin State Bank for contributing to the success of the Summer Reading program. The board commended Ms. Stanley on her dedication and work towards the success of the summer reading program. Ms. Arnold updated the board about the State Aid funding and that due to the perseverance of state librarian Rebecca Hamilton and several others, the state legislature past a budget to provide libraries with more state aid. The library will receive $26,815.97 in state aid for the 07-08 year. Ms. Arnold moved on to old business, which consisted of the Learning Center and personnel. Mr. John Guice gave an update on the physical and financial status of the Learning Center and an opening date cannot be determined at this point. Ms. Arnold commended the work of Angela Rodriguez, a high school student working at the library this summer. Ms. Arnold then informed the board about the COE program at the high school and that Angela would qualify for the program. Ms. Jeannette Thompson moved that the library enter into the COE program and to continue the employment of Angela Rodriguez. Dr. Bill Marionneaux seconded and all were in favor. Also under personnel matters, Ms. Arnold discussed upcoming training sessions and events sponsored by the Louisiana State Library and the Public Library Association. Mr. John Guice moved that Ms. Arnold attend the Library Marketing training sponsored by the Public Library Association September 26-27, 2007 in Atlanta, GA, the Strategic Human Resource Organization and Personnel Management training sponsored by the Public Library Association October 22-23, 2007 in Federal Way, Washington and the Fall Administrative Conference sponsored by the Louisiana State Library. Ms. Addie Bolton seconded and all were in favor. Ms. Arnold then proceeded to New Business concerning the amending of the 2007 budget to reflect the cost of the Learning Center. $309,880.00 was added to building and grounds while 18,800 was added to furniture and fixtures line items and the total cost of the Learning Center of $328,680 was added to the fund balance. Dr. Bill Marionneaux moved to accept the amended budget and Ms. Jeannette Thompson seconded. All were in favor and the motion passed. Several policy revisions were discussed under new business. Mr. John Guice moved that the Library Board shall make all decisions concerning the determination of obsolete or surplus property, the donation of property, and that no employee shall make a donation without specific board approval. Ms. Jeannette Thompson seconded and all were in favor. Ms. Arnold discussed that with the addition of the Learning Center, the library's mission statement should include the phrase "to enrich the parish by providing opportunities for information, education, culture, recreation, inspiration and imagination." Ms. Addie Bolton moved that the revised mission statement be accepted and Dr. Bill Marionneaux seconded. All were in favor and the motion passed. Ms. Arnold then presented the board with a new electronic access policy for patrons to agree to access the public computers. The new policy if passed would be displayed in a prominent place in the library. Mr. John Guice moved that the new electronic access policy be adopted and Ms. Jeannette Thompson seconded. All were in favor and the motion passed. Ms. Arnold then spoke about the need to update the meeting room policy as well. Anyone wishing to use the meeting rooms should fill out an application and agree to the guidelines and restrictions set forth by the board. Mr. John Guice moved that the meeting room policy be adopted and Dr. Bill Marionneaux seconded. All were in favor and the policy was adopted. Ms. Arnold discussed an Act of Terrorism insurance policy. The board decided not to take action on this type of insurance. Ms. Arnold concluded by talking about upcoming programs to be held in the Learning Center after its opening and also informed the board about the following exhibits from the Louisiana State Museum that the Learning Center will be hosting: The Art and Social Commentary of Clementine Hunter (October 20-November 20, 2007), The World Will Move: Civil Rights and Transportation in Louisiana (December 30, 2007-January 30, 2008) and The Art of Jazz (March 10-April 12, 2008). There being no further business to discuss, the meeting was adjourned. The next scheduled meeting will be October 31, 2007 at noon. The Mayor Pro-Temp and council members for the Town of Wisner met in regular session on Thursday, July 12, 2007 at the Wisner Town Hall at 6:30 p.m. Present: Mayor Pro-Temp Allyn Jean Luckett, Aldermen Tom Moore, Marc McCarty, Bobby Blount, and Nettie Brown. Also present: Chief Cureington and guests. Absent: Mayor Cary Cheek. There being a quorum the meeting was called to order by Mayor Pro-Temp. The invocation was given by Marc McCarty. The Pledge of Allegiance was lead by Nettie Brown. Motion by Marc McCarty to accept minutes from previous month. Seconded by Nettie Brown. Motion carried. The financial reports and expenditures were provided for the month of June. Bobby Blount made a motion to pay all bills. Seconded by Nettie Brown. Motion carried. DEPARTMENT REPORTS: Chief Billy Cureington informed the council that he is anticipating congested traffic upon completion of the new grain elevator, and that he and his officers will try their best to control a steady flow of traffic along the highway with the grain trucks coming and going. MAINTENANCE. DEPT. Eddie Pete reported that repairs are still being made to the finishing mower and due to the rainy weather conditions, his work crew have not had time to cut the grass around town. NEW BUSINESS: NONE OLD BUSINESS: Ken McManus gave a report on the progress of the water plant and that everything has been submitted and that work should begin around the first part of the year. Kendall McGhee gave instructions on procedures that needed to be taken to apply for either a BLOCK or HUD grant. A resident wanted information on opening a game room to include pool tables and gave a description on what activities would be going on. Notice is hereby given that the Board of Alderman of the Village of Gilbert, Louisiana, to introduce amending section 22-77 of the sales tax code effective January 1, 2008.
