TO: FATHER, MOTHER, OR ALL PERSONS CLAIMING TO BE THE FATHER OR MOTHER OF SAID CHILD:
YOU ARE HEREBY NOTIFIED that the Juvenile Court of the State of California, County of Contra Costa, has ordered that a hearing be held pursuant to Welfare and Institutions Code Section 366.26 to determine whether adoption, guardianship or long-term foster care is the most appropriate plan for the above-named child, a dependent child of said Court. If the Court deems that the child should be adopted, the Court may sever the paternal rights of the parent, or parents, of the child.
Said child is described as follows: a minor female, under the age of eighteen (18), born April 18, 1997.
YOU ARE FURTHER NOTIFIED that the hearing will be on October 9, 2007, at 9:00 a.m. in Department 10 of said Court, located at 725 Court Street, Martinez, California 94553, or as soon thereafter as the matter may be heard.
YOU ARE HEREBY ADVISED that you are required to appear before this Court at the time and place stated above to state your interest in the said child. The parent(s) and child have the right to be represented by counsel in this case and the Judge shall advise the child and the parent(s) of this right to counsel. The Judge may appoint counsel to represent the child, whether or not the child is able to afford counsel. If any parent appears and is unable to afford counsel, the Court shall appoint counsel to represent said parent, unless said parent knowingly and intelligently waives counsel. The Court may continue the proceeding to make an appointment of counsel, or to enable counsel to acquaint him or herself with the case, or to determine whether the parent(s) are unable to afford counsel at their own expense.

PUBLIC HEARING NOTICE

The City of Winnsboro is hereby notifying the citizens of Winnsboro that a public hearing will be held on the 20th day of August, 2007, at 6:00 p.m. at the Winnsboro City Hall.
The purpose of the meeting is to discuss the submission of an application for project funding under the State of Louisiana FY 2008/2009 Community Development Block Grant (LCDBG) Program.
The following items will be discussed at the public hearing:
1). The amount of funds available for proposed community development and housing activities;
2). The range of activities that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate income;
3). The plans of the City for minimizing displacement of person as a result of activities assisted with such funds and the benefits to be provided to person actually displaced as a result of such activities; and,
4). The City's performance in prior LCDBG programs funded by the State of Louisiana, Division of Administration.
All citizens, particularly persons of low to moderate income and residents of blighted areas, are encouraged to submit their views and proposals regarding community development and housing needs. Accommodations will be made for person with disabilities and non-English speaking persons provided those persons request said accommodations 3 days prior to the public hearing.

NOTICE

The Franklin Parish Schools today announced its policy for free and reduced price meals served under the National School Lunch and/or School Breakfast Programs(s). All schools and the central office have a copy of the policy, which may be reviewed by any interested party.
The following family size and annual income criteria will be used for determining eligibility:

Children from families whose income level is at or below the levels shown are eligible for free or reduced price meals. Application forms are being sent to all homes, along with a letter to households. To apply for free or reduced price meals, households should fill out one application for the household and return it to the school. Additional copies are available at the principal's office in each school. Application may be submitted at any time during the year. The information provided by the household is confidential; it will be used for the purpose of determining eligibility. Information may be verified at any time during the school year by school or other program officials.
For the school officials to determine eligibility, each household that is now receiving Food Stamps or that is on the Family Independence Temporary Assistance Program (FITAP) must provide its Food Stamp case number or FITAP number as well as the signature of an adult household member. All other households must provide the following information on the application: names of all household members; the social security number of either the parent/guardian who is the primary wage earner, or the adult household member who signs the application, or a statement that the household member does not possess one; the amount of income (before deductions for taxes, Social Security, etc.) each household member receives; how often the person receives the income; where it is from, such as wages, retirement, or welfare; and the signature of an adult household member certifying that the information provided is correct.
If a household member becomes unemployed or if the household size increases, the household should contact the school. Such changes may make the children of the household eligible for meal benefits.
Foster children who are the legal responsibility of a welfare agency or court may be eligible for benefits. If a household has foster children and wishes to apply for such meals for them, the household should contact the school for more information.
Households that receive Food Stamps or FITAP benefits are not required to complete an application. School officials will determine eligibility for free meals based on documentation obtained directly from the Food Stamp/FITAP office, which will certify that a child is a member of a household currently receiving Food Stamps or an assistance unit receiving FITAP benefits. School officials will notify households of their eligibility. Households who are notified of their eligibility but do not want their children to receive free meals must contact the school. Food Stamp and FITAP households should complete an application if they are not notified of their eligibility by August 27, 2007.
Under the provisions of the free and reduced price policy, Toni Marzell (Determining Official) will review applications and determine eligibility. If a parent or guardian is dissatisfied with the ruling of the official, he may wish to discuss the decision with the determining official on an informal basis. If the parent wishes to make a formal appeal, he may make either an oral or written response to the following:
