YOU ARE HEREBY NOTIFIED that the Juvenile Court of the State of California, County of Contra Costa, has ordered that a hearing be held pursuant to Welfare and Institutions Code Section 366.26 to determine whether adoption, guardianship or long-term foster care is the most appropriate plan for the above-named child, a dependent child of said Court. If the Court deems that the child should be adopted, the Court may sever the paternal rights of the parent, or parents, of the child.
Said child is described as follows: a minor female, under the age of eighteen (18), born April 18, 1997.

The parent(s) and child have the right to be represented by counsel in this case and the Judge shall advise the child and the parent(s) of this right to counsel. If any parent appears and is unable to afford counsel, the Court shall appoint counsel to represent said parent, unless said parent knowingly and intelligently waives counsel. PUBLIC HEARING NOTICE
The City of Winnsboro is hereby notifying the citizens of Winnsboro that a public hearing will be held on the 20th day of August, 2007, at 6:00 p.m. at the Winnsboro City Hall.
The purpose of the meeting is to discuss the submission of an application for project funding under the State of Louisiana FY 2008/2009 Community Development Block Grant (LCDBG) Program.
The following items will be discussed at the public hearing:
1). The amount of funds available for proposed community development and housing activities;
2). The range of activities that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate income;
3. The plans of the City for minimizing displacement of person as a result of activities assisted with such funds and the benefits to be provided to persons actually displaced as a result of such activities; and,
4). The City's performance in prior LCDBG programs funded by the State of Louisiana, Division of Administration.
All citizens, particularly persons of low to moderate income and residents of blighted areas, are encouraged to submit their views and proposals regarding community development and housing needs. Accommodations will be made for persons with disabilities and non-English speaking persons provided those persons request said accommodations 3 days prior to the public hearing.

A RESOLUTION AMENDING THE GENERAL FUND OPERATING AND SPECIAL REVENUE FUND BUDGET FOR THE CITY OF WINNSBORO FOR FISCAL YEAR ENDING JUNE 30, 2007.
BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session on July 16, 2007, that they hereby amend the General Fund operating budget and the Special Revenue Fund budget as attached.

RESOLUTION NO. 07-0703:
A RESOLUTION DECLARING CITY OF WINNSBORO’S AIR COMPRESSOR AS SURPLUS AND AUTHORIZING THE CITY OF WINNSBORO MAYOR JACK HAMMONS TO DONATE THIS EQUIPMENT TO THE FRANKLIN PARISH SHERIFF’S OFFICE.
WHEREAS, the City of Winnsboro has received a grant to purchase new air compressor; and
WHEREAS, the Yeager Air Compressor the City had been using is no longer needed and is declared surplus; and
WHEREAS, the laws of the State of Louisiana authorizes government agencies to sell or donate emergency equipment to other government agencies.
NOW THEREFORE BE IT RESOLVED, by the Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session on July 16, 2007, that City of Winnsboro Mayor Jack Hammons is hereby authorized to donate the above described surplus Yeager Air Compressor to the Franklin Parish Sheriff’s Office.

RESOLUTION NO. 07-0704:
WHEREAS, the City of Winnsboro, Louisiana, has submitted to the Federal Aviation Administration a Project Application for the Winnsboro Municipal Airport; and
WHEREAS, the Federal Aviation Administration (FAA) has approved the following project for the City of Winnsboro: Conduct Airport Master Plan Study (Feasibility Study); and
WHEREAS, FAA has sent the City of Winnsboro an Airport Improvement Program Project No. 3-22-0053-003-2007 Grant Offer to be accepted and executed for further processing.
NOW THEREFORE BE IT RESOLVED, that the Board of Aldermen of the City of Winnsboro, Louisiana, convened in regular session on July 16, 2007, does hereby accept this grant offer and authorize Mayor Jack Hammons and City Attorney Tab Singer to execute all necessary documents for the Grant Agreement.

WHEREAS, it is necessary under to program regulations to authorize certain actions and individuals to perform certain designated functions by the State.
NOW THEREFORE BE IT RESOLVED, that the City of Winnsboro as legal recipient of the HUD funds does hereby authorize the following actions:
