Special Meeting
July 18, 2007
The Franklin Parish Police Jury met in Special Session on July 18, 2007 at 4:00 P.M. in the Police Jury meeting room, courthouse building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, President, Ray Young, Leroy Scott, K.W. "Buddy" Parks, Ricky Campbell, and Troy Hendry.
Juror Ray Young opened the meeting with Prayer and the Pledge.
Motion by Campbell and seconded by Parks to approve the agenda. Unanimously approved
Superintendent, Greg Humphries discussed a request from Faye Phillips, Principal at Winnsboro Elementary School on chip sealing an area needed for parking space for employees and visitors at the school at a cost of $3400.02. He suggested that the Jury do a Cooperative Endeavor Agreement with the Franklin Parish School Board. Motion by Campbell and seconded by Hendry to enter into a Cooperative Endeavor Agreement with the Franklin Parish School Board pending the School Board sign the Agreement and pay for the materials. Unanimously approved
Motion by Scott and seconded by Campbell to terminate Leal McDowell. Unanimously approved
Motion by Scott and seconded by Campbell to hire Terry Bridges. Unanimously approved
There being no further business to discuss at this time, on a motion by Young and seconded by Campbell the meeting was unanimously adjourned.

The Franklin Parish Police Jury met in Special Session on Thursday, June 27, 2007 at 4:00 P.M. in the Police Jury meeting room, courthouse building, Winnsboro, Louisiana with the following members present: Honorable Harvey Guimbellot, President, Jackie Johnson, Ray Young, K.W. "Buddy" Parks, Ricky Campbell, and Troy Hendry.
Juror Leroy Scott was absent from this meeting.
Juror Ray Young opened the meeting with Prayer and the Pledge.
Motion by Campbell and seconded Young to approve the agenda. Unanimously approved
Motion by Young and seconded by Campbell to appoint Charles Brass as Section 8 Administrator. Unanimously approved
There being no further business to discuss at this time, on a motion by Young and seconded by Campbell the meeting was unanimously adjourned.

PUBLIC HEARING NOTICE
The Franklin Parish Police Jury is hereby notifying the citizens of Franklin Parish that a public hearing will be held on the 9th day of August, 2007, at 6:00 p.m. at the Franklin Parish Courthouse, Police Jury Office.
The purpose of the meeting is to discuss the submission of an application for project funding under the State of Louisiana FY 2008/2009 Community Development Block Grant (LCDBG) Program.
The following items will be discussed at the public hearing:
1). The amount of funds available for proposed community development and housing activities;
2). The range of activities that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate income;
3. The plans of the Parish for minimizing displacement of person as a result of activities assisted with such funds and the benefits to be provided to persons actually displaced as a result of such activities; and,
4). The Police Jury's performance in prior LCDBG programs funded by the State of Louisiana, Division of Administration.
All citizens, particularly persons of low to moderate income and residents of blighted areas, are encouraged to submit their views and proposals regarding community development and housing needs. Accommodations will be made for persons with disabilities and non-English speaking persons provided those persons request said accommodations 3 days prior to the public hearing.

The Franklin Parish Pupil Progression Plan for 2007-2008 is available to the public at the Franklin Parish School Board office during regular office hours (8:00 A.M. To 4:00 P.M.), Monday – Friday.  All interested persons may present any comments or questions during this time.
Once the plan is approved by the Board of Elementary and Secondary Education, it shall be incorporated into the policies and procedures manual of the local school board.
