Public Notices Published Tuesday, July 10th, 2007VILLAGE OF BASKIN RESOLUTION
WHEREAS, Jean Clark has submitted her resignation as Mayor of the village of Baskin, Parish of Franklin, State of Louisiana, effective July 1, 2007, and it has been accepted by the Board of Aldermen; and WHEREAS, her resignation has caused a vacancy in office and an election must be ordered and called to fill the unexpired term of office exceeding one year; and WHEREAS, the governing authority of the Village of Baskin, Louisiana, is given the authority and responsibility under the provisions of La. R.S. 18:602 to appoint a person to fill the vacancy who meets the qualifications of the office, and to call a special election to fill the vacancy. NOW, THEREFORE, We, the Board of Aldermen of the Village of Baskin, Louisiana, at a special called meeting, convened, resolved that Billy Joe Cupp be appointed to fill the Mayor position until a special election can be held to fill the vacancy. BE I FURTHER RESOLVED, that a special election be called and held with the special Primary election date set for October 20, 2007 and the special General election date set for November 17, 2007, with qualifying dates set for September 4, 5, and 6 until 5:00 p.m. of 2007. By motion of Alderman Theo Martin, duly seconded by Alderman Larry LaBorde the above resolution was adopted by the following vote on this 22nd day of June, 2007. WHEREAS, the Village of Baskin has received official notification from the Louisiana Secretary of State of the resignation of the mayor of the Village of Baskin, effective July 1, 2007. WHEREAS, the resignation has created a vacancy in the Village of Baskin and the unexpired term of office in which the said vacancy exists will end on December 31, 2010 and exceeds one year. NOW THEREFORE, the Village of Baskin does hereby issue this Proclamation pursuant to LSA-R.S. 18:692(E)(2) ordering a special election to fill the said vacancy in the Village of Baskin for the remainder of the unexpired term as follows: (1) The Special Primary Election shall be held on Saturday, October 2, 2007; and (2) The Special General Election shall be held on Saturday, November 17, 2007. The dates for qualifying for the candidates in the Special Election shall be September 4th, 5th, & 6th, 2007. This Proclamation shall be published in the official journal of the Village of Baskin and a copy thereof shall be sent by certified or registered mail to the Louisiana Secretary of State as required by law. CERTIFICATE I, Dani Cruse, Town Clerk, of the Village of Baskin, hereby certify that the above and foregoing is a true and correct copy of the Proclamation passed by the Village of Baskin during a Special Called Council Meeting held on Friday, June 22, 2007, for which meeting due public notice was given and a quorum present. The Mayor and Council of the Village of Baskin met in a special session on Monday, July 2, 2007 at 9:00 a.m. at the Village of Baskin Town Hall. Present: Mayor Billy Joe Cupp, and Council members Theo Martin and Larry LaBorde. Also present: Town Clerk and guest. There being a quorum the meeting was called to order. Pledge of Allegiance and prayer were led by Mayor Billy Joe Cup. Order of Business: To appoint Terri Humphries to serve as Alderman of the Village of Baskin until the Primary Special Election on Saturday, October 20, 2007. Mayor Billy Joe Cupp read the Resolution, Alderman Theo Martin made a motion to adopt the resolution and Larry LaBorde seconded. Mayor Billy Joe Cupp read the Proclamation. Meeting adjourned. Minutes of meeting dated Thursday, July 5, 2007, 7:30 A.M. at Crowville Fire Station. Board Members present: Kelly Clark and Don Middleton. Absent: Don McDuffie. Guest Present: Troy Hendry, Police Jury member for district. Dewayne Hendry, potential board member for Fire District. Business before the board: 1. Letters of resignation received and accepted from board members John Shelton and Paul Till. These board members have served faithfully and sacrificially for many years. We all owe them a vote of thanks for a job well done. 2. Financial statement reviewed and approved without change. 3. Dewayne Hendry introduced as board member and volunteer fire fighter subject to approval of Police Jury. 4. A quote from Ferrara Fire Apparatus for a skid unit was discussed at length. This company had held an on-site demonstration for the Board and Firemen in June which was well received. The board is waiting for another bid presently being prepared.
