A Public School Choice meeting will be held Monday, July 9, 2007, at 5:00 P.M. at the Winnsboro Elementary Cafeteria. Letters have been mailed to parents of students attending Winnsboro Elementary. Request for transfers must be received by 1:00 P.M. July 13, 2007 at the Franklin Parish School Board Office. PUBLIC HEARING NOTICE

The Franklin Parish Police Jury is hereby notifying the citizens of Franklin Parish that a public hearing will be held on the 12th day of July, 2007, at 6:00 p.m. at the Franklin Parish Courthouse, Police Jury Office.
The purpose of the meeting is to discuss the submission of an application for project funding under the State of Louisiana FY 2006/2007 Community Development Block Grant (LCDBG) Program.
The following items will be discussed at the public hearing:
1). The amount of funds available for proposed community development and housing activities;
2). The range of activities that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate income;
3). The plans of the Parish for minimizing displacement of person as a result of activities assisted with such funds and the benefits to be provide to persons actually displaced as a result of such activities; and,
4). The Police Jury’s performance in prior LCDBG programs funded by the State of Louisiana, Division of Administration.
All citizens, particularly persons of low to moderate income and residents of blighted areas, are encouraged to submit their views and proposals regarding community development and housing needs. Accommodations will be made for persons with disabilities and non-English speaking persons provided those persons request said accommodations 3 days prior to the public hearing. CITY OF WINNSBORO
ORDINANCE NO. 919

AN ORDINANCE ADOPTING THE ANNUAL BUDGET OF REVENUE AND EXPENDITURES FOR THE FISCAL YEAR JULY 1, 2007 TO JUNE 30, 2008, CITY OF WINNSBORO.
BE IT ORDAINED, by the Board of Aldermen of the City of Winnsboro, Louisiana, in general session convened that:
SECTION 1: The attached estimate of revenues as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 [D], Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the budget of expenditures for the City for fiscal year July 1, 2007 to June 30, 2008.
SECTION 2: The attached estimate of revenues as reflected in the consolidated statement, and such other fiscal exhibits and information as required by Section 1308 [D], Louisiana Local Government Budget Act, be and the same is hereby adopted to serve as the budget of expenditures.
SECTION 3: The adoption of the budget of expenditures as reflected in the attached budget containing object of expenditure classifications shall be declared to be the appropriation of the amounts set therein as established in each budget classification by object of expenditure. All salaries are hereby adopted by this section. The Mayorís salary will be $3225.00 per month. The Police Chief’s salary will be $3091.83 per month.
SECTION 4: The amounts appropriated for all accounts shall not exceed the amount fixed therefore in the budget of expenditures. Nothing contained in this authority from amending or making an appropriation to and from contingent to be used in cases of emergency.
Any ordinances or parts of ordinances in conflict with this ordinance, to the extent of that conflict, are hereby repealed.
After a public hearing was held on the above ordinance, the title having been read and the ordinance considered, on a motion by Dumas, second by Johnson to adopt the ordinance, a recorded vote was taken and the following result was had:

Absent: None
Whereupon the presiding officer declared the above ordinance duly adopted on the 18th day of June 2007.

Regular Meeting
June 14, 2007

The Franklin Parish Police Jury met in Regular Session on this 14th day of June, 2007 in the Police Jury meeting room, Courthouse Building, Winnsboro, Louisiana with the following members present: Hon. Harvey Guimbellot, President, Jackie Johnson, Leroy Scott, K.W. “Buddy” Parks, Ricky Campbell, and Troy Hendry.
Juror Ray Young was absent from this meeting.
Juror Jackie Johnson opened the meeting with a prayer and the pledge.
Motion by Campbell and seconded by Hendry to approve the agenda. Unanimously approved.
Motion by Hendry and seconded by Parks to approve the minutes of May 10th, and May 18th meetings. Unanimously approved.
Kori Myers with LSU Ag Center gave an update on what’s going on with 4-H program this summer.
Motion by Hendry and seconded by Campbell to adopt a resolution declaring its intention to amend and change the boundaries of Fire Protection District No. 3. Unanimously approved.
Motion by Campbell and seconded by Hendry to adopt a resolution ordering and calling an election in the Parish on Saturday, November 17, 2007 to authorize the levy of special taxes therein. Unanimously approved.
Treasurer, Shannon Gwin gave an update on Parish wide dumping. She stated that Scott Watson with Wildlife and Fisheries has been issuing citations to anyone caught dumping.
Motion by Hendry and seconded by Campbell to adopt the Citizen Participation Plan and Procurement Policy through Franklin Parish LaStep.
Motion by Scott and seconded by Parks to do a Cooperative Endeavor Agreement with Ward III Community Group. Unanimously approved.
Motion by Campbell and seconded by Hendry to reimburse expenses for vents at Rollins Recreational Facility. Unanimously approved.
Juror Scott personally donated the sand for the volleyball area.
Motion by Campbell and seconded by Hendry to put road through Esther Credit Park at a cost of $1801.80. Cost will be taken from Parks and Recreation Fund. Unanimously approved.
Motion by Campbell and seconded by Parks authorizing Parish President, Harvey Guimbellot and Parish Treasurer, Shannon Gwin as authorized representatives for Raspberry Bridge Capital Outlay Project. Unanimously approved.
Motion by Campbell and seconded by Hendry to accept the resignation of Winnsboro Housing Authority for administering Section 8 program for Franklin Parish. Unanimously approved.
Juror Johnson said that he would like to form a Committee to discuss who will be administering the Section 8 program and any other issues. Committee members are: Jackie Johnson, Shannon Gwin, and Buddy Parks.
Gene King with Turkey Creek Lake Commission wanted an update on the inspection for leaks at the dam. Juror Hendry said an inspection was made but water was flowing over the spillway and made it difficult for inspectors to determine if the dam was leaking in other locations.
Treasurer, Shannon Gwin told Jurors that David Doughty said it would be good to get a permit from the Jury (Superintendent) for driveways before pouring concrete over culverts.
Motion by Campbell and seconded by Johnson to give Fire Protection District No. 3 a 30 day extension on Board members expired terms. Unanimously approved.
Juror Johnson stated that he would cancel his trip to NACO Conference.
Motion by Campbell and seconded by Parks to chip seal Ballard Road using Police Jury labor at a cost of $5210.93 with the Village of Baskin using grant money to pay. Unanimously approved.
Motion by Campbell and seconded by Johnson to do a Cooperative Endeavor Agreement with the Village of Baskin. Unanimously approved.
Motion by Hendry and seconded by Campbell to fill in holes at 119 and 131 Roger Miller Road at the request of the Village of Baskin. Unanimously approved.
Motion by Campbell and seconded by Parks to fill in washouts at Baskin School. Unanimously approved.
Motion by Campbell and seconded by Parks to repair J.W. Fortenberry Road Bridge at a cost of $2441.45. Unanimously approved.
Motion by Parks and seconded by Hendry to fix water lines at Ponderosa Park at a cost of $221.64. Unanimously approved.
Motion by Campbell and seconded by Parks requesting help from Rusty Laborde with Entergy to fix/replace lights at the Park. Unanimously approved.
Treasurer, Shannon Gwin to send letter to Rusty Laborde requesting that Entergy get grant for $500.00.
Juror Johnson asked Superintendent Greg Humphries for an update on roads that have been chip sealed. Superintendent said that L.D. Knox and Clyde Weems were finished and work on Robinson Dairy Road had just getting started.
Under Personnel Committee, Superintendent recommended that Bo McMurray’s salary increase from $10.93 to $11.50 per hour.
Shannon Gwin, Treasurer asked for the following budget amendments: (1) To increase the expenditures in Unemployment Escrow Fund by $1700 making total expenditures $3700. (2) To increase the expenditures in Witness Fund by $2000 making total expenditures $5520.
Motion by Hendry and seconded by Campbell to amend budget in Unemployment Escrow Fund and Witness Fee Fund. Unanimously approved.
Motion by Campbell and seconded by Hendry to drop William Hales salary to $40.00 a month because he had not attended a Training Conference in two (2) years. Unanimously approved.
Motion by Johnson and seconded by Scott to purchase 4-wheeler from the low bidder Anderson Marine & Power Sports at a cost of $5800.00 Unanimously approved.
Superintendent Greg Humphries gave an update on the Abe Lincoln Project.
Motion by Campbell and seconded by Parks to start the abandonment process on River Road. Unanimously approved.
A Public Hearing meeting will be held at next regular meeting on abandoning a portion of River Road (Abandon Right-of-way through Terry Robinson’s property.
Motion by Campbell and seconded by Parks to send letter/or resolution to Baton Rouge, LA in regards to one cent sales tax in Baskin. Unanimously approved.
Motion by Campbell and seconded by Hendry to adjourn.
