May 8, 2007
LEGAL MINUTES
The Mayor and Council of the Village of Baskin met in regular session on Tuesday, June 12, 2007 at 5:00 p.m. at the Village of Baskin Town Hall.
Present: Mayor Jean Clark, Council members Billy Joe Cupp, Larry LaBorde, and Theo Martin.
Also present: Town Clerk and guests.
There being a quorum the meeting was called to order.
Mayor Clark welcomed those present.
The pledge of allegiance and prayer were led by Mayor Clark.
The town clerk read minutes from previous meeting.
Motion was made by Larry LaBorde to accept minutes as read.
Billy Joe Cupp seconded. 3 yeas. 0 nays. Minutes accepted.
OLD BUSINESS:
Mayor Jean Clark informed the Council that the dog kennel is almost complete. The Village of Baskin has received a new Kubota tractor, bush hog, and finish mower with funds provided by a grant.
The request to chip-seal Ballard Road is on the Police Jury? agenda. Roger Miller Road is scheduled to have potholes repaired.
NEW BUSINESS:
The cash flow report was provided for the month of May.
Mayor Clark asked permission to pay all bills.
Motion was made by Billy Joe Cupp to accept the cash flow report and pay all bills. Theo Martin seconded. 3 yeas. 0 nays. Motion carried.
Theo Martin made a motion to adopt the budget ordinance for fiscal year 2007-2008 as introduced. Larry LaBorde seconded the motion; the budget was duly adopted. 3 yeas. 0 nays.
A resolution to enter into a cooperative agreement with the Franklin Parish Police Jury to issue building permits and perform inspection was introduced. Motion made by Theo Martin. Billy Joe Cupp seconded. 3 yeas. 0 nays. Resolution passed.
An ordinance was introduced to change the speed limit on Dobber Glass Road from 25 mph to 15 mph and will be set forth for adoption at the next Council Meeting on Tuesday, July 10, 2007 at 5:00 p.m. Motion was made by Theo Martin. Larry LaBorde seconded. 3 yeas. 0 nays
It was discussed that there would be children at play and new speed limit signs added to Dobber Glass Road.
POLICE REPORT:
Chief Hendry reported that everything in his department was going smoothly.
FIRE DEPT. REPORT:
Larry LaBorde reported that a meeting was held Saturday, June 2, 2007. Hoses and equipment is scheduled to be tested. LSU will be providing driver training classes in Winnsboro.
FURTHER BUSINESS:
Mayor Clark announced to the Council her resignation effective July 1, 2007, in order to fully focus her attention on her family.
With no further business the meeting was adjourned at 5:28 p.m.

AN ORDINANCE DECLARING SPEED LIMIT CHANGE ON DOBBER GLASS ROAD FROM 25 M.P.H. TO 15 M.P.H.
BE IT ORDAINED, By the Board of Alderman of the Village of Baskin that, the speed limit on Dobber Glass Road is twenty-five miles per hour.
BE IT FURTHER ORDAINED THAT, There are families with children who reside on Dobber Glass Road and are at potential risk by those exceeding the speed limit.
WHEREAS, The residents feel a need to lower the speed limit to fifteen miles per hour for the safety and well being of their children.
THEREFORE, BE IT RESOLVED THAT, The speed limit be lowered to fifteen miles per hour and that Officers will cite anyone exceeding twenty-five miles per hour on Dobber Glass Road.
BE IT FURTHER RESOLVED THAT, This ordinance be introduced at the regular Council Meeting on the 12th day of June, 2007 and after being published in the local journal will be set forth for adoption at the next Council Meeting on the 10th day of July, 2007, at 5:00 p.m. in the Baskin Town Hall.

RESOLUTION
2007-06
A RESOLUTION TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE FRANKLIN PARISH POLICE JURY
WHEREAS, The Village of Baskin, being a small Village and not having the proper capabilities to issue building permits and follow up on inspections needed to comply with the Uniform Building Codes.
WHEREAS, The Franklin Parish Police Jury has entered into an agreement with McManus Engineers, Inc. to issue certificates of occupancy and to perform building inspections on an as needed basis.
THEREFORE BE IT RESOLVED, That the Village of Baskin according to Louisiana Revised Statute 40:1730.24 enter into a cooperative endeavor agreement with Franklin Parish to issue permits and perform inspections on behalf of the Village of Baskin in accordance with the Uniform Construction Code.
BE IT FURTHER RESOLVED, That the Village of Baskin grant Franklin Parish the authority to issue all permits on behalf of said Municipality.
Thus done and adopted on the 12th day of June, 2007.

Board Members Present: Kelly Clark, Don Middleton, John Shelton and Paul Till. Absent: Don McDuffie.

1. Financial statement reviewed and approved without comment.
2. Personnel issues reviewed without official action.
3. Skid unit specifications for brush fire truck discussed. Board members interested in on-site demonstration by one or more vendors in near future.

FIRE DISTRICT #2
REGULAR MEETING
JUNE 12, 2007
The board of directors of Fire District 2 met in a regular meeting on this the 12th day of June, 2007 with the following members present: Jack Dailey, John Woods and Gerald Gilmore. Mark Ingram and Ricky Roberts were absent. Guest included: Alan Dupuy and Joe Irwin.
The motion was offered by John Woods, seconded by Gerald Gilmore and unanimously approved to accept the agenda for the meeting.
Motion was offered by Gerald Gilmore, seconded by John Woods to approve the minutes from May and unanimously approved.
Motion was offered by John Woods, seconded by Jack Dailey, and unanimously approved to accept the finance report. Chiefs report was given. Joe Irwin reported that there had been a couple of structure fires in the Fort area. New business was discussed. Alan Dupuy reported that he had almost completed the letter to send out to the residents who had not paid their service fees from 2006. John Woods reported that the district had received grant money from homeland security to purchase fire suits for volunteers. The grant money will be a reimbursement grant to the district. Motion was made by John Woods, seconded by Jack Dailey to approve the use of the grant money to buy turnout gear, and unanimously approved. Joe Irwin presented a list of supplies that he needed for the new fire truck, and miscellaneous items for the station. Motion was made by John Woods, and seconded by Jack Dailey to approve the purchase of the supplies. There being no further business to discuss, the motion was offered by Jack Dailey, seconded by John Woods and unanimously approved to adjourn.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
Microbial Contaminants - such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants - such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining or farming.
Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants - including synthetic and volatile organic chemicals which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive Contaminants - which can be naturally-occurring or be the result of oil and gas production and mining activities.
A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply? susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of ?nknown? If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number provided in the following paragraph.
In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water system. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. We are pleased to report that our drinking water is safe and meets Federal and State Requirements. We want our valued customers to be informed about their water utility. If you have any questions about this report, want to attend any scheduled meetings, or simply want to learn more about your drinking water, please contact Mike McGuffee at 318-744-1999.
The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2006. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk.
In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we?e provided the following definitions:
Non-Detects (ND) - laboratory analysis indicates that the constituent is not present.
Parts per million (ppm) or Milligrams per liter (mg/L) - one part per million corresponds to one minute in two years or a single penny in $10,000.
Parts per billion (PPB) or Micrograms per liter (ug/L) - one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000.
Parts per trillion (ppt) or Nanograms per liter (ng/L) - one part per trillion corresponds to one minute in 2,000,000 years, or a single penny in $10,000,000,000.
Parts per quadrillion (ppQ) or Picograms per liter (pg/L) - one part per quadrillion corresponds to one minute in 2,000,000,000 years or one penny in $10,000,000,000,000.
Picocuries per liter (pCi/L) - picocuries per liter is a measure of the radioactivity in water.
Millirems per year (mrem/yr) - measure of radiation absorbed by the body.
Million fibers per liter (MFL) - million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers.
Nephelometric Turbidity Unit (NTU) - nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.
Variances & Exemptions (V & E) - State or EPA permission not to meet MCL or a treatment technique under certain conditions.
Action level (AL) - the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow.
Treatment technique (TT) - a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
Maximum contaminant level (MCL) - the ?aximum Allowed?MCL is the highest level of a contaminant that is allowed in drinking water. MCL? are set as close to the MCLG? as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG) - the ?oal?is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG? allow for a margin of safety.
Maximum residual disinfectant level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum residual disinfectant level goal (MRDLG) - The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.
During the period covered by this report we had the below noted violations of drinking water regulations.
There were no violations during the monitoring period of January 1st to December 31st, 2006.
Our water system tested a minimum of 2 monthly sample(s) in accordance with the Total Coliform Rule for microbiological contaminants. During the monitoring period covered by this report, we had the following noted detections for microbiological contaminants:
There Were No Positive Bacteriological Samples During the Monitoring Period of January 1st to December 31st, 2006.
In the table below, we have shown the regulated contaminants that were detected at levels BELOW their maximum contaminant level. These samples, except for Lead and Copper results and surface water systems, were collected at the raw water source and represent water before any treatment, blending or distribution. As such, the consumer tap levels could be less. The last chemical sampling of our source water was collected on Monday, July 19, 2004. Chemical Sampling of our drinking water may not be required on an annual basis, therefore, information provided in this table refers back to the latest year of chemical sampling results.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk for infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

PUBLIC HEARING NOTICE
The Franklin Parish Police Jury is hereby notifying the citizens of Franklin Parish that a public hearing will be held on the 21st day of June 2007, at 3:00 p.m. at the Franklin Parish Courthouse, Police Jury Office.
The purpose of the meeting is to discuss the submission of an application for project funding under the State of Louisiana FY 2006/2007 Community Development Block Grant (LCDBG) Program.
The following items will be discussed at the public hearing:
1). The amount of funds available for proposed community development and housing activities;
2). The range of activities that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate income;
3). The plans of the Parish for minimizing displacement of person as a result of activities assisted with such funds and the benefits to be provided to persons actually displaced as a result of such activities; and,
4). The Police Jury? performance in prior LCDBG programs funded by the State of Louisiana, Division of Administration.
