ADVERTISEMENT FOR BIDS
The Franklin Parish School Board will be taking sealed bids for janitorial supplies and copier paper. A list of supplies to bid on can be obtained at the Franklin Parish School Board Office. The deadline for submitting bids will be Thursday, June 28, 2007 at 10:00 a.m. Bids will be opened on Thursday, June 28, 2007 at 10:00 a.m. at the Franklin Parish School Board Office, 7293 Prairie Road, Winnsboro, LA 71295. Bid list can be picked up at the Franklin Parish School Board Complex.
Bids must be sealed and clearly marked, JANITORIAL SUPPLY BID and COPIER PAPER BID.

PUBLIC HEARING NOTICE
The Franklin Parish Police Jury is hereby notifying the citizens of Franklin Parish that a public hearing will be held on the 21st day of June 2007, at 3:00 p.m. at the Franklin Parish Courthouse, Police Jury Office.
The purpose of the meeting is to discuss the submission of an application for project funding under the State of Louisiana FY 2006/2007 Community Development Block Grant (LCDBG) Program.
The following items will be discussed at the public hearing:
1). The amount of funds available for proposed community development and housing activities;
2). The range of activities that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate income;
3). The plans of the Parish for minimizing displacement of person as a result of activities assisted with such funds and the benefits to be provided to persons actually displaced as a result of such activities; and,
4). The Police Jury's performance in prior LCDBG programs funded by the State of Louisiana, Division of Administration.
All citizens, particularly persons of low to moderate income and residents of blighted areas, are encouraged to submit their views and proposals regarding community development and housing needs. Accommodations will be made for person with disabilities and non-English speaking persons provided those persons request said accommodations 3 days prior to the public hearing. Notice
Notice is hereby given, pursuant to article IV, section 21(D)(1) of the Louisiana Constitution, that on May 31, 2007, Entergy Louisiana, LLC. ("ELL"), an electric public utility having facilities to provide retail electric service to residential, commercial, industrial, and governmental customers in forty-six Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission ("LPSC") a set of rate and rider schedules that is intended to implement, effective the first billing cycle of June 2007 (May 31), a $89.9 million rate decrease over the period June 2007 through December 2007 pursuant to LPSC Docket No. U-29764, the LPSC's Proceeding to Estimate and Implement in Retail Rates in 2007 the Rough Production Cost Equalization Impact of FERC Opinion 480 and 480-A (FERC Docket EL01-88-000).
The rate decrease is being implemented via the following two rider schedules: 1) Schedule RPCEA (Rough Production Cost Equalization Adjustment Rider) and 2) Schedule NFRPCEA (Non-Fuel Rough Production Cost Equalization Adjustment Rider). The combined effect of these two riders will be reflected as a line item on ELL'S customer's bills entitled "Louisiana PSC Case Credit."
This decrease will have the following effects upon ELL'S customers' bills based upon June 2007 Fuel Adjustment Charges: A bill for Residential Service for 1,000 kWh will decrease $5.66 from $99.70 to $94.04, a decrease of 5.68%. A bill for Small General Service for 50 kW and 12,500 kWh will decrease $70.35 from $1,346.03 to $1,275.68, a decrease of 5.23%. A bill for Large General Service for 500 kW and 225,000 kWh will decrease $1,178.84 from $18,663.57 to $17,484.73, a decrease of 6.32%. A copy of these rider schedules may be viewed in the Office of the Louisiana Public Service Commission in Baton Rouge, Louisiana.
