Bids will be received until 9:45 a.m. on June 19, 2007. Bids will be publicly opened and read in the meeting room at the above-mentioned address at 10 a.m.

The award of contract, if awarded, will be made to a qualified bidder whose proposal complies with all requirements prescribed within 45 calendar days after opening proposals. The successful low bidder will be notified by letter mailed to the address shown in the proposal that this bidder is awarded the contract.

An Ordinance providing for the levy within the City of Winnsboro, Parish of Franklin, State of Louisiana, effective ten (10) years from the date of the first levy of the Tax, of a one-half percent (.5%) sales and use tax (the "Tax") upon the sale at retail, the use, the lease or rental, the consumption, and the storage for use or consumption, of tangible personal property and upon the sale of services in said City, levying and providing for the assessment, collection, payment and dedication of the proceeds of such Tax and the purpose for which the proceeds of the Tax may be expended, such Tax having been authorized at a special election held in the City on May 5, 2007.

RESOLUTION NO. 07-0501:
The Board of Aldermen of the City of Winnsboro of the Parish of Franklin met in regular session on May 21, 2007. The following resolution was offered by Mahoney and seconded by Gill.
A resolution authorizing the Mayor to execute an Agreement with the Louisiana Department of Transportation and Development (LA DOTD) for improvements at the Winnsboro Municipal Airport.
WHEREAS, Act 451 of the 1989 Regular Session of the Louisiana Legislature authorized the financing of certain airport improvements from funds appropriated from the Transportation Trust Fund; and
WHEREAS, The Board of Aldermen of the City of Winnsboro is requesting funding assistance from the LA DOTD for the purchasing of equipment and/or reimbursement of funds expended to establish a rapid response airport runway and paved surface Foreign Object Debris (FOD) control safety program; and
WHEREAS, the LA DOTD is agreeable to the implementation of this project and desires to cooperate with the Board of Aldermen of the City of Winnsboro according to the terms and conditions identified in the attached Agreement; and
WHEREAS, the LA DOTD will provide the necessary funding for the purchasing of equipment and/or will reimburse the sponsor up to $6,285.00 of the equipment purchase costs.
NOW THEREFORE, BE IT RESOLVED by the Board of Aldermen of the City of Winnsboro that it does hereby authorize the Mayor to execute an Agreement for improvements to the Winnsboro Municipal Airport identified as State Project No. 977-99-0120, more fully identified in the Agreement attached hereto.
This resolution shall be in full force and effect from and after its adoption.
The aforesaid resolution, having been submitted to a vote, the vote thereon was as follows:

WHEREUPON, the resolution was declared adopted on the 21st day of May 2007.

RESOLUTION NO. 07-0502:
Motion by Gill, second by Dumas and unanimously approved to adopt Resolution No 07-0502. A resolution providing for canvassing the returns and declaring the result of the special election held in the City of Winnsboro, Parish of Franklin, State of Louisiana, on Saturday, May 5, 2007, to dedicate the revenues derived from a special tax therein.
INTRODUCTION OF ORDINANCE 918:
Motion by Johnson, second by Mahoney, to introduce an Ordinance providing for the levy within the City of Winnsboro, Parish of Franklin, State of Louisiana, effective ten (10) years from the date of the first levy of the Tax, of a one-half percent (.5%) sales and use tax (the "Tax") upon the sale at retail, the use, the lease or rental, the consumption, and the storage for use or consumption, of tangible personal property and upon the sale of services in said City, levying and providing for the assessment, collection, payment and dedication of the proceeds of such Tax and the purpose for which the proceeds of the Tax may be expended, such Tax having been authorized at a special election held in the City on May 5, 2007.
INTRODUCTION OF ORDINANCE NO 919:
Motion by Dumas, second by Mahoney to introduce an ordinance to adopt the budget for fiscal year ending June 30, 2008. Unanimously approved.
CONDEMNED PROPERTY:
Fannie Williams, 1708 Gum Street – her daughter appeared and the Board allowed her 30 days to obtain a permit and construction must be completed within 6 months.
Cassandra Thompson, 607-B Eighth Street – no one appeared, proceed with condemning process.
Burnell Richardson, 1211 Oak Street – Mr. Richardson appeared and the Board allowed him 30 days to obtain a permit and construction must be completed within 6 months.
Reggie Cuave, 1408 Bosworth Street – no one appeared, proceed with condemning process.
King Swayzer, Harris/Kincaid Street & Laura Bowler Estate c/o King Swayzer, 1015 Harris Street – Mr. Swayzer appeared and the Board allowed him 30 day to obtain a permit and construction must be completed within 6 months.
Mattie Grimble c/o Curtis Grimble, lower end of Caston Street – no one appeared, proceed with condemning process.
Nell Clark c/o Sally Dykes, 1211 Maple Street – John Dumas had spoken with Ms. Dykes and she is to obtain a demolition permit within 30 days.
Richard Hoard c/o Ada Hoard, 1508 Hickory Street – Mrs. Hoard appeared and the Board allowed her 30 days to obtain a demolition permit.
Charles Flunder c/o Dianna Ignont, 1309 Polk Street – appeared before the Board stating that they are in the process of remodeling trailer. The City Inspector and Board informed them that the mobile home was set up a couple of years ago and never met the requirements for mobile homes. The Board asked them to get an estimate on the cost to bring the mobile home to city required standards and present this at the June 18th council meeting.
Uncle Freds, Inc. c/o Alshaibi Mahmooda, 1502 Eighth Street – no one appeared, proceed with condemning process.
Martha Lee Anderson, 1305 Ruth Street, obtained a building permit on 11/10/2005 on a house that was condemned in 2005. Mark Whitney, City Inspector, informed the Board that the building permit had expired and no work had been done to the property. Board approved to proceed with condemning process.
Motion by Dumas, second by Mahoney to accept the above actions on condemned properties. Unanimously approved.
DENON JONES:
Mr. Denon Jones appeared before the Board with suggestions on traffic problems near his residence.
JOEY WILHELM – LEARNING FOR LIFE:
Mr. Joey Wilhelm with the Boy Scouts gave a presentation on the Learning For Life Program that is taught in the schools. Motion by McCarthy, second by Dumas and unanimously approved to be a sponsor in the Learning For Life Program.
POLICE CHIEF MONTHLY REPORT:
Chief Lester Thomas gave a monthly activity report for the City of Winnsboro Police Department. Motion by Johnson, second by Mahoney to accept the report as given. Unanimously approved.
FIRE CHIEF MONTHLY REPORT:
Chief Truman Welch gave a monthly activity report for the City of Winnsboro Fire Department. Motion by Gill, second by Mahoney to accept the report as given. Unanimously approved.
MONTHLY FINANCIAL REPORTS:
Motion by Mahoney, second by Gill to accept the monthly financial reports. Unanimously approved.
ADJOURNMENT:
There being no more business to come before the board at this time, a motion was made by Gill, second by Johnson and unanimously approved that the meeting be adjourned.

AN ORDINANCE TO ADOPT THE BUDGET FOR FISCAL YEAR ENDING JUNE 30, 2008, FOR THE CITY OF WINNSBORO, LOUISIANA
and that a public hearing will be held on June 18, 2007 at 6:00 P.M. at the Winnsboro City Court, 1308 Cornell Street, Winnsboro, Louisiana, to consider the adoption of said ordinance.
