CITY OF WINNSBORO
ORDINANCE NO. 917

AN ORDINANCE RESCINDING ORDINANCE NO. 912 AND TO AMEND CHAPTER 13.1 OF THE CODE OF ORDINANCES OF THE CITY OF WINNSBORO, LOUISIANA, TO ADD TO SECTION 8 - ALLOWING ONLY MANUFACTURED HOMES/MOBILE HOMES EIGHT (8) YEAR OLD OR LESS TO BE PLACED WITHIN THE CITY LIMITS.
WHEREAS, the Board of Aldermen of the City of Winnsboro, Louisiana, is rescinding Ordinance No. 912 and amending Chapter 13.1 of The Code of Ordinances of the City of Winnsboro to add the following Section:
Section 13.1-4:
Definitions:
Mobile Home Park: any parcel on record as a mobile home park within the City at the time of this article on which two or more mobile homes are occupied as residences.
Mobile Home: a manufactured housing building on a chassis, construed to remain a mobile home, subject to all regulations thereto, whether or not the wheels, axles, hitch, or other appurtenances of mobility are removed and regardless of the foundation provided. A mobile home shall not be construed to be a travel trailer or other form of recreational vehicle. For purposes of this article, the terms “mobile home”, “manufactured home”, and “manufactured housing” may be used interchangeably.
Utility: Includes water, sewage disposal, electric and/or gas.
General Provisions:
a. Only manufactured homes/mobile homes eight (8) years old or less at the time of application for permission to place the mobile home within the City limits is applied for shall be allowed in the City of Winnsboro under any circumstances.
b. Owner of the mobile home shall have sixty (60) days from date of acceptance by the Building Inspector to have all required utilities or in default thereof shall be guilty of a misdemeanor and be subject to a fine of $100.00 per day, each day the violation continues.
c. No mobile home shall be allowed to be placed within the city limits until it is inspected by the City Building Inspector and Inspector certifies on application form, that the mobile home complies with all federal, state, and local laws and ordinances and that the mobile home’s exterior or appearance shall conform to the following criteria:
EXTERIOR, APPEARANCE, CRITERIA
1. All exterior walls and siding shall be in good condition and without holes, dents, peeling or flaking paint and of a uniform color.
2. All windows and doors shall be free of signs of deterioration or missing panes and shall be lockable from inside with a form of mechanical fastener.
3. All roofing and gutters shall be free from defects such as buckling or sagging;holes or other defects that would result in air or water infiltration.
4. All undersides of mobile home shall be in good condition and insulation will be secured in place by manufactured fabric as per mobile home industry, or hardware cloth secured neatly.
5. All mobile homes, located either in a mobile home park or on a private lot,shall have manufactured skirting in place before electrical service will be turned on.
All skirting shall meet one (1) of the following requirements:
a. Manufactured skirting, or
b.. Decorative metal, vinyl or plastic skirting; or
c. Vinyl or plastic lattice work skirting; or
d. Brick, mortar or other stone structure skirting.
e. Exclusion. Skirting made of wood products (including wood lattice work) is excluded.
6. Mobile homes must be tied down and staked.
7. Mobile homes must contain 600 sq. ft. or more in living area
8. Mobile homes on private lots shall have a minimum of two (2) hard surface automobile parking spaces with entrance from a city street.
After a public hearing was held on the ordinance, the title having been read and the ordinance considered, a motion was made by Johnson, second by Dumas, to adopt Ordinance No. 917 by the following vote:

NOTICE OF SPECIAL ELECTION

Pursuant to the provisions of a resolution adopted on April 17, 2007, by the Hon. Steve E. Pylant, Sheriff of the Parish of Franklin, State of Louisiana (the "Sheriff"), and ex officio Chief Executive Officer of the Law Enforcement District of the Parish of Franklin, State of Louisiana (the "District"), NOTICE IS HEREBY GIVEN that a special election will be held in the Parish of Franklin on SATURDAY, JULY 21, 2007, and that at the said election there will be submitted to all registered voters in Franklin Parish who are qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:
SALES TAX PROPOSITION
SUMMARY: 1/2% SALES AND USE TAX, 5 YEARS, TO PAY COSTS AND EXPENSES OF OPERATING THE FRANKLIN PARISH SHERIFF'S OFFICE, INCLUDING THE OPERATIONS OF THE FRANKLIN PARISH DETENTION CENTER, SAID TAX, UPON ITS EFFECTIVE DATE, TO REPLACE THE 1% SALES AND USE TAX PRESENTLY BEING LEVIED BY THE LAW ENFORCEMENT DISTRICT OF THE PARISH OF FRANKLIN?

The said special election will be held in accordance with the applicable provisions of Chapter 5, Chapter 6-A and Chapter 6-B of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefore as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to the Sheriff, and NOTICE IS HEREBY FURTHER GIVEN that the Sheriff will conduct a meeting of the District at its regular meeting place, the Sheriff's Office, 6556 Main Street, Winnsboro, Louisiana, on THURSDAY, JULY 30, 2007, at TWO O'CLOCK (2:00) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
Microbial Contaminants - such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants - such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining or farming.
Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants - including synthetic and volatile organic chemicals which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive Contaminants - which can be naturally-occurring or be the result of oil and gas production and mining activities.
A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply's susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of low. If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number provided in the following paragraph.
In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water system. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. We are pleased to report that our drinking water is safe and meets Federal and State Requirements. We want our valued customers to be informed about their water utility. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2006. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk.
In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we've provided the following definitions:
Non-Detects (ND) - laboratory analysis indicates that the constituent is not present.
Parts per million (ppm) or Milligrams per liter (mg/L) - one part per million corresponds to one minute in two
years or a single penny in $10,000.
Parts per billion (PPB) or Micrograms per liter (ug/L) - one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000.
Parts per trillion (ppt) or Nanograms per liter (ng/L) - one part per trillion corresponds to one minute in 2,000,000 years, or a single penny in $10,000,000,000.
Parts per quadrillion (ppQ) or Picograms per liter (pg/L) - one part per quadrillion corresponds to one minute in 2,000,000,000 years or one penny in $10,000,000,000,000.
Picocuries per liter (pCi/L) - picocuries per liter is a measure of the radioactivity in water.
Millirems per year (mrem/yr) - measure of radiation absorbed by the body.
Million fibers per liter (MFL) - million fibers per liter is a measure of the presence of asbestos fibers that are longer than 10 micrometers.
Nephelometric Turbidity Unit (NTU) - nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.
Variances & Exemptions (V & E) - State or EPA permission not to meet MCL or a treatment technique under certain conditions.
Action level (AL) - the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow.
Treatment technique (TT) - a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
Maximum contaminant level (MCL) - the "Maximum Allowed" MCL is the highest level of a contaminant that is allowed in drinking water. MCL's are set as close to the MCLG's as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG) - the "Goal" is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG's allow for a margin of safety.
Maximum residual disinfectant level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum residual disinfectant level goal (MRDLG) - The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.
During the period covered by this report we had the below noted violations of drinking water regulations.
There were no violations during the monitoring period of January 1st to December 31st, 2006.
Our water system tested a minimum of 1 monthly sample(s) in accordance with the Total Coliform Rule for microbiological contaminants. During the monitoring period covered by this report, we had the following noted detections for microbiological contaminants:
There Were No Positive Bacteriological Samples During the Monitoring Period of January 1st to December 31st, 2006.
In the table below, we have shown the regulated contaminants that were detected at levels BELOW their maximum contaminant level. These samples, except for Lead and Copper results and surface water systems, were collected at the raw water source and represent water before any treatment, blending or distribution. As such, the consumer tap levels could be less. The last chemical sampling of our source water was collected on Thursday, January 8, 2004. Chemical Sampling of our drinking water may not be required on an annual basis, therefore, information provided in this table refers back to the latest year of chemical sampling results.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk for infections.
