The late Bill "Putt" Linder was chosen posthumously for the award, which was presented by Franklin Parish Sheriff Kevin Cobb on behalf of the LACP. "We're proud to honor Mr. Linder for his service and commitment to the people of Franklin Parish," Cobb said.
