2007 rainfall 6 inches below 30-year average rainfall Bill McLemore has been the official rainfall keeper for Franklin Parish since 1985, and though it might have seemed like a dry season, according to McLemore's records, the official rainfall in total inches was less than 6 inches below the annual average.
McLemore, who keeps the weather information at the LSU AgCenter Sweet Potato Research Center and reports to the National Weather Service, logged 50.96 inches of rain for 2007.

McLemore said 2007's totals didn't vary much from averages in years past, "You have some high years, you have some low years. I don't think it's that much difference."
