Hutto tapped to succeed Welch
The Winnsboro City Council unanimously approved Willard Hutto to succeed the late Truman Welch as Winnsboro Fire Chief at a special called meeting.
The move comes after the unexpected passing of Welch in August. Welch had served in the position for the previous 19 years.
