Parish native releases new book
Wisner native Barbara N. Hughes released her first book in 2010 titled, "The No-Nonsense Guide to Foster Parenting."
Hughes said she was brought up in an era when parents put their childrens' lives above their own. As a child growing up in the small town of Wisner, she always wondered what it would be like to live in a big city with neon lights.
