Wisner looks to improve animal control Stray dogs in the city limits of Wisner are a nuisance that can no longer be ignored, according to officials. A group of residents and volunteers have stepped forward to take the first steps in getting the city's dog problem under control.
Volunteers and town officials met Thursday evening to begin the process of constructing a new shelter. The current facility is more than 20 years old and no longer meets building codes for animal containment.
