Humane Society officer requests land to serve as parish shelter

It's no secret that Franklin Parish, like many rural communities, has an
animal control problem and the Humane Society of Louisiana wants the
police jury's help.

Mark Couch, president of the local chapter of the Humane Society, proposed a plan to the police jury during their regular meeting on Thursday for a parish-wide animal shelter.

The shelter would be funded and run by the Humane Society, Couch said, but the parish would have to donate land for the facility.
