2011 Regular Legislative Session highlights

The 2011 Regular Legislative Session is now history.

For those of you who are keeping score, here are some highlights with an emphasis on developments that might matter most to people in Franklin Parish:

The passing of the $25 billion operations budget is, of course, the most newsworthy item to come from the session.

It was also the main contention of political wrangling in Baton Rouge over the last two months, as the fight to close Louisiana's $1.6 billion budget gap was passed from the House to the Senate.

In the end, Gov. Bobby Jindal was able to use $323 million in one-time money to help plug the budget shortfall instead of being forced to hatchet healthcare and higher education to do so.

Using one-time money, a move Jindal was against before being for it, is a temporary salve to patch Louisiana's festering money problems.

Legislators might be breathing a sigh of relief, but Louisiana hospitals and universities remain nervous about the future.

I know this is true, at least, from a recent meeting I attended of our hospital's board of commissioners.

On a positive note, lawmakers are getting the message that we are in hard times and this year's budget was passed without a single earmark.
