Ellington supports CCN expenditure

State Rep. Noble Ellington believes one-time revenues should be used for what he terms as the "one-time expenditure" of Gov. Bobby Jindal's plan to move as many as 800,000 Louisiana Medicaid recipients into private managed-care networks.

The Louisiana House of Representatives recently approved a $25 billion budget for the state's 2011-2012 fiscal year, capping the use of one-time revenues at $356 million. The $356 million figure was about $90 million less than what the Jindal administration wants the Legislature to use in approving a budget.

"It seems OK to me to use one-time money on something that is a one-time expense, where it's not OK to use one-time money on something that would be a reoccurring expense," said Ellington, R-Winnsboro.

"Sometimes you have to do things that might not appear to be fiscally sound, when you have people that need to be taken care of. I believe this is fiscally sound however, when you look at the long-term savings."
