Police Jury discusses redistricting

The Franklin Parish Police Jury tried to carve out voting districts to reflect population changes recorded in last year's census count, but no agreement has yet been reached on a new map.

Jurors met in Monroe at the North Delta Regional Planning and Development District to hash out the map, but ran into problems when Juror Leroy Scott, who represents District 5, had problems with the proposal.

Franklin Parish has lost 496 people since the 2000 Census and the proposed map would give Scott 112 less people in his district.

More importantly for Scott is that the percentage of blacks would drop in his district from 75 percent to 71 percent. Scott, who is black, said he doesn't like the fact that the map "dilutes" the number of blacks he serves. Juror Howard "Rawhide" Robinson, of District 6, suggested a portion of his district from Loop Road to Guice Road be given to Scott to help him make up the population loss.

Scott didn't accept Robinson's suggestion on Monday, but he said he would most likely accept it when it comes time for the jury to vote on the new map.
