Development deliberation: Who stands to benefit from Turkey Creek project?

Winnsboro Mayor Jackie Johnson is touting a proposed Turkey Creek Development Project as an economic boon to the city and Franklin Parish, but questions remain concerning how much money the plan could bring to the community and who else stands to profit from it.

Johnson wants the Winnsboro City Council to approve a feasibility study — projected to cost as much as $1.8 million. The study would, among other things, estimate the economic impact of a development on Turkey Creek.

It would be conducted by engineering firm Volkert, Inc., and architectural firm, Perez APC, both based in New Orleans. Grant writers from Baton Rouge-based ComNet LLC., would also work on the project.

Johnson's plan consist of annexing about 600 acres into the Winnsboro city limits from Robinson Road to Green Light Road that would include about 30 to 40 residences.
