Candidate surfaces for district attorney Rayville attorney David Doughty says he will be a candidate for 5th Judicial District Attorney. Doughty will vie to succeed District Attorney Billy Coenen. Coenen announced last week he will retire March 1, ending a 27-year stint as district attorney for Franklin, Richland and West Carroll parishes. Coenen will depart office with three years remaining on a six-year term.

Doughty has served as an assistant district attorney in the 5th Judicial District for the past 20 years.
