There will be no charges brought against Winnsboro city workers or officials concerning the treatment of dogs at the city's animal shelter, according to the Franklin Parish District Attorney's Office.

A grand jury that convened Thursday to hear evidence in the case decided that the matter should be dismissed, Franklin Parish Asstistant District Attorney Johnny Boothe said.

"There was a no true bill returned in the case and this puts an end to the criminal investigation," Boothe said.

The grand jury heard evidence from a report by the Louisiana State Police collected in an investigation over allegations that dogs at city holding pens were kept in conditions that violated state law.
