Shelter case dismissed There will be no charges brought against Winnsboro city workers or officials concerning the treatment of dogs at the city's animal shelter, according to the Franklin Parish District Attorney's Office.
A grand jury that convened Thursday to hear evidence in the case decided that the matter should be dismissed, Franklin Parish Asstistant District Attorney Johnny Boothe said.
"There was a no true bill returned in the case and this puts an end to the criminal investigation," Boothe said.
The grand jury heard evidence from a report by the Louisiana State Police collected in an investigation over allegations that dogs at city holding pens were kept in conditions that violated state law.
