The Winnsboro Rotary Club hosted its first-ever Franklin Parish Family Week Celebration. As one of its community service projects, the program was created to strengthen families and encourage parents to "Put Family First." The week-long celebration, led by Club President Ginger Boutwell, was held March 16-22, 2009.

Different events were held each day throughout the week.
An art contest was held for 3rd and 4th graders where they were able to show off their artistic ability. Cash prizes were awarded to the top three winners for artwork which best expressed the students' feelings about putting family first, the family having fun together, a family vacation, or similar family activity. Winners from the 3rd grade category were Chase Morrison (1st), Conner McMurray (2nd), Ty McCurley (tie-3rd ), and Jacob Smith (tie-3rd). Winners from the 4th grade category were Meg Stephens (1st), Shelby Crawford (2nd), and Matti Austin (3rd).

Thursday was designated as "Family Night Out," encouraging families to spend time together. Participating restaurants, stores, and businesses provided specials, discounts, free balloons for the kids, hotdogs, popcorn, and more for families all day. Those businesses participating were Mixed Blessings, Celebrations, White Ford, Interstate Buick, Dennis Crain Dodge, Waller-Singer Chevrolet, Sweet Peas, Bobby's Family Restaurant, Big John's, Brown's Landing, and San Marcos.

The Family Fun Festival celebration was held at First Baptist Church in Winnsboro on Saturday. Families enjoyed lots of food and games, door prizes, awards, and gathering information from booths about family health awareness, safety, and much more. Kids also enjoyed playing outdoors on the inflatable moonwalk and slide sponsored by Franklin State Bank and Winnsboro State Bank. The Rotary Club incorporated another literacy project in with the Fun Festival by having a "book walk" for the kids with books, games, and puzzles as prizes. One of the highlights of the festival was being entertained by magician Nathan Roberts, who performed magic tricks!
Winners of Franklin Parish's "Longest Married Couple" and "Family of the Year" contests were recognized during an awards ceremony at the Family Fun Festival. James and Agnes Brownell, the Longest Married Couple, were recognized for having been married nearly 68 years. The Trey and Lisa Kiper Family was honored as "Family of the Year." The Brownells and Kipers were each awarded a plaque to commemorate the occasion.

The Family Week Celebration culminated on Sunday night with a Sacred Music Festival at River of Life Church in Winnsboro. The River of Life Praise Band and Band of Brothers led everyone in singing, worship, and praise.
